Strategic and Planning Manager

+ Establishes operational objectives and work plans and delegates assignments to the team.

+ Aligning departmental goals, processes and resource allocation with the organizational strategy

+ Develops the strategic plan that will be implemented by reviewing and establishing strategic priorities and converts them to quantitative and actionable plans.

+ Provide support and insight into significant organizational changes (e.g. shift in strategic focus etc)

+ Responsible for providing support in the preparation cities Master and urban Plans.

+ Oversees/responsible for the professional development program for graduate engineers within the department.

+ Works under administrative direction.

+ Is responsible for directing and controlling one or more planning functions.

+ Acts independently and is virtually self-supervising.

+ Work is reviewed for effectiveness of results.

Minimum Requirements

+ Minimum 20 years’ experience of leading major government and/or semi-government international programs and projects with a proven track record of delivering project excellence in project manager role.

+ Experience in national / international major initiatives and developments.

+ Experience in master planning and urban planning - preferably at national levels - highly desirable. Includes knowledge of urban and infrastructure planning disciplines, and other disciplines related to planning activities and projects with an understanding of the required business interfaces and interdependencies.

+ Knowledge of other disciplines related to planning activities and projects with an understanding of the required business interfaces and interdependencies.

+ Extensive experience of working internationally (preference for Middle East / KSA). Preferable cultural understanding of project management within KSA.

+ Track record of engagement with a wide range of private, commercial and public sector stakeholders.

+ Experience of continuous improvement and supporting capacity building / talent development.

+ Excellent understanding of business operations and procedures.

+ Excellent communication and interpersonal skills.

Preferred Qualifications

+ Minimum Bachelor’s degree, preferred Masters’ degree in Engineering discipline from an accredited university
