**Salary**: 26,000-30,000 SAR/month

Summary:
Role and Responsibilities:

- Collaborate closely with the Procurement Manager, assisting and following their instructions.
- Oversee and administer the procurement process, ensuring adherence to established policies and procedures.
- Develop Expression of Interest (EOI) Pre-Qualification requests, conduct evaluations, and manage the prequalification process, supported by the Legal Department.
- Build and maintain a comprehensive database of vendors and suppliers.
- Identify opportunities for cost reduction and increased efficiencies, leading efforts to implement improvements.
- Plan and coordinate delivery timetables to ensure timely procurement of supplies and equipment.
- Monitor supplier performance, set performance targets, and work with suppliers to improve the supply chain process.
- Offer technical expertise on specifications, supply logistics, and distribution to facilitate efficient procurement and delivery processes.
- Assess supply operations and control mechanisms, providing recommendations for improvement.
- Collaborate with other Sectors and Departments as required to optimize procurement processes.
- Prepare supply status reports for budget reviews, program analysis, and annual reports.

Qualifications & Experience:

- Bachelor's degree in Engineering, Quantity Surveying, Business, Commerce, or a related field.
- Relevant professional qualification such as CIPS status or equivalent procurement and project management certification.
- A minimum of 8 years of experience in procurement, with a focus on major international infrastructure projects and railways. Middle East experience is advantageous.
- Strong background in planning and forecasting.
- Thorough knowledge of procurement concepts, processes, activities, and industry trends.
- Extensive experience in developing contracts and managing vendor relationships.
- Familiarity with FIDIC or similar suite of contracts.
- Proficiency in various contracting principles and practices, including tendering, subcontracting, and outsourcing management.
- Ability to draft contract documents at different project stages (e.g., SOW, Charter, progress reports, Gantt charts, etc.).
- Experience in managing procurement for large capital projects, especially in the infrastructure sector, is desirable.
