**Job Summary**:
**Key Responsibilities**:

- **Strategic HSE Leadership**: Develop and implement a strategic HSE plan aligned with the Ministry's overall objectives. This includes setting goals, allocating resources, and monitoring progress against established KPIs.
- **System Implementation and Oversight**: Design, implement, and maintain a robust HSE Management System (e.g., ISO 45001 compliant) encompassing all aspects of health, safety, and environmental management.
- **Policy and Procedure Development**: Develop, review, and update HSE policies and procedures, ensuring alignment with national and international best practices and legal requirements.
- **Risk Management**: Conduct thorough risk assessments across all Ministry operations, identify hazards, and develop and implement effective control measures to mitigate risks.
- **Compliance and Auditing**: Ensure full compliance with all relevant Saudi Arabian and international HSE regulations, standards, and legal requirements. Conduct regular internal audits and manage external audits as required.
- **Incident Investigation and Reporting**: Lead investigations into accidents, near misses, and incidents, determining root causes and implementing corrective and preventative actions to prevent recurrence. Prepare comprehensive reports for management.
- **Training and Development**: Develop and deliver comprehensive HSE training programs for Ministry employees at all levels, ensuring competency in safety procedures and regulations.
- **Contractor Management**: Oversee the HSE performance of contractors working with the Ministry, ensuring compliance with HSE policies and procedures.
- **Stakeholder Engagement**: Build strong relationships with internal and external stakeholders, including government agencies, industry representatives, and community groups, to effectively promote HSE initiatives.
- **Reporting and Communication**: Prepare regular reports on HSE performance, highlighting key trends, risks, and successes. Communicate effectively with all levels of the organization.
- **Budget Management**: Manage the HSE budget effectively, ensuring optimal allocation of resources to achieve strategic goals.

**Qualifications**:

- Bachelor's degree in Occupational Safety and Health, Environmental Engineering, or a related field. A Master's degree is highly preferred.
- Minimum of 15 years of experience in HSE management, with at least 5 years in a senior leadership role within a large organization. Experience within the transportation sector is highly desirable.
- Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), NEBOSH Diploma, or equivalent internationally recognized certification.
- Proven experience in implementing and maintaining an ISO 45001 compliant HSE management system.
- Extensive knowledge of Saudi Arabian HSE regulations and standards.
- Strong leadership, communication, and interpersonal skills, with the ability to influence and motivate teams.
- Excellent analytical and problem-solving skills, with the ability to identify and mitigate risks effectively.

**Job Type**: Contract
Contract length: 12 months
