Engineering Manager

We are currently looking for an exceptional **Engineering Manager **for our program in Jazan, KSA. Reports to Director of Engineering Department and receives administrative direction in terms of his responsibilities from the Ope r a t ions Manager. Frequent contacts requiring the capability to persuade, influence and/or motivate all levels of RC Departments. Occasional contacts with senio r management and client representatives i f require d. Organize s, plan s an d super v i ses ac t i v i tie s o f assigne d d e partmen t Logis t ic s responsi bilities.

**Key roles**:

- Support the Director in establishing and imp l ement department pol i cies, goa l s, objectives, and procedures as approved by the Director of Engineering.
- Ensur e ne w operation s plan s, p o licie s, procedure s, an d transi t i on/ m i gratio n plan s fo r th e depar t ment a r e consistent wit h th e over a l l go a l s an d obje c ti ves of RC, respective business unit and division.
- Develop departmenta l business plans that are in line with Division / Business U ni URC object i ves.
- E ns ure department overall process are aligned with RC plans and report to department director for noncompliance.

**Budgeting and Contro **l**
- Assist the Director in establishing and implementing the business plan, priorities and working objectives of the department and section in al i gnment wi t h Execut i ve Management's vision as stated with the approved Annual Work P lan.
- Actively participate and contribute to the department staffing and budget planning as instructe d by the Director of Engineering.
- Monitor costs and resources in day to day activities as approved by the Director of Engineering and report to department di r ecto r for noncompliance.
- Support Director in establishing and monitoring department's staffing and budgeting projections.
- Ensure all administrative AEs contracts related to the department are according to RC procedures and contract terms and conditions.

**Operational Tasks**:

- Be prepared to represent the department in executive management meetings as necessary.
- Coordinate with other departments and Divisions in the implementat i on of the current and future Master Plan deliverables and in i t iat ives.
- Assis t i n establishin g, implementi n g, monitorin g, an d enforcin g departmenta l policie s, goals, objective s, an d procedures
- Actively participate in relevant coordination meetings and prov id e direction in daily operations to all section and department staff to manage ou tpu t and products in accordance with the department objectives.
- Manage the preparation of studies, technical specifications and eng i nee ri ng designs for the facilities of R oya l Commiss i on (RC).
- Review the scope of work for the engineering projects and technical specifications and manage proposal analysis.
- Review soil investigation reports and advises appropriate building sites.
- Oversee the iss uance of building permits and licenses for the utilization of utilities.
- Se t th e guideline s fo r th e desig n o f road s, pavement s, lighting, storm drainag e a n d city beautificatio n pr o j ect s.
- Review and recommend approval of engineering drawings and documents.
- Administer and control technical studies and engineering contracts.
- Manage the proc ess of providing associated services to investors/tenants in line with their requests.
- Manage and oversee the process of technical design and specification preparation, the issuance and detailing of engineering drawings, diagrams, charts and statistics.
- Coordinate and responsib le for development of detailed report for inclusion in the Unified Monthly Report prepared by Project Management Department.
- In the absence of the Director, support the acting Director until such time as the d irec to r resumes his duties.
- Ensure best Engineering practices are implemented at the department and prov ide plan for share and transfer know l edge.
- Any other Engineering related act i vit i es requested by the Director of Engineering.

**People Management**:

- Direct or assist in establishing, measuring, and reporting the achievement of department goals and targets, KPl's, QA/QC procedures and performance.
- Assist the Directo r in identifying gaps in knowledge and skillsets of staff, and in implementation of appropriate training and career path advancement tools for SAPL and Non SAPL Staff
- Assist the Department Director in communicating the support needs of the department (as agreed and approved by the Director of Enginee r ing ) to the SAPL Operations Manager.
- Evaluate subordinates performance in a fair, transpare n t and objec t ive manner on a periodic basis

- Resolve problems and issues as they relate to departme n tal scope and management of staff personnel.
- Communicate relevant information to subordinates and super i ors.
