Parsons is looking for an amazingly talented **Planning Manager**:
**What You'll Be Doing**:

- Provides guidance, direction, and specialized assistance for the resolution of difficult and complex planning and scheduling problems.
- Interfaces with clients, attends regular meetings, and provides recommendations.
- Participates in the development of the master coding structure (WBS, CBS, etc.), interfacing with all relevant departments and functions.
- May lead in the analysis, evaluation, and development of forecasts for project resources and cost.
- Coordinates staffing requirements, assigns and supervises project work activities, and trains personnel.
- Completes performance reviews and provides personnel development for the assigned employees.
- Accumulates and accesses historical data, utilizing earned value principles, for use in maintaining a realistic basis for future planning and forecasting.
- Leads staff who are qualified to analyze, evaluate, forecast, and report schedule status against an established baseline.
- Assesses the impact(s) of pre/post contract risks and/or changes and schedule slippages.
- Develops and manages an established system to show the hierarchy of plans and schedules; Keeps project and company management fully informed.
- May function as Project Control Manager on a project. In that capacity, directs and controls all of the project controls activities.
- Performs other responsibilities associated with this position as may be appropriate.

**What Required Skills You'll Bring**:

- Bachelor's Degree in Engineering or Construction Management or related field (or equivalent work experience) and.
- Minimum 15 years’ experience in schedule management on engineering projects. Typically, 5+ years of experience in a leadership capacity.
- GCC experience is required.
- PMO/PMC experience is required.
- Experience on major Aviation and/or Transportation (Rail) programs.

**What Desired Skills You'll Bring**:

- Requires basic engineering knowledge in electrical, mechanical, civil, or a related field. Proficient PC skills including proficiency in various Project Controls Software, Primavera P6 and Microsoft Office Suite.
- Proven leadership capabilities, as well as familiarity with industry practices is required.
- Strong written and oral communication, organizational, interpersonal skills, and customer service skills are required, both internal and external facing.
- Ability to work in teams. Ability to follow through. Ability to clearly deliver work instructions in a complex risk environment.
- Must function effectively under time constraints, schedule workload to meet deadlines, and has the ability to prioritize.
- High-level understanding and appreciation of risk management in complex risk environments and within the major program sector, preferably within the KSA.
- Ability to work in a matrix organization (dual reporting). Ability to interact with an influence senior-level management. Ability to consult, motivate, and negotiate effectively with client groups, co-workers, employees, vendors, and contractors.
- Strong organization and follow through abilities.
- Strong business judgment.
