Role Purpose
The role is responsible to lead the identification, evaluation, and execution of the investment opportunities related to the liquidity
Investments Division under the direction and supervision of the Division Manager. Moreover, the role oversees the liquidity
portfolios of the Bank, monitoring their size and maturity ensuring adherence to the approved Liquidity Policy and Guidelines. The
role provides expert advice for liquidity investment-related matters to various internal and external stakeholders, coordinates the
activities, and provides technical guidance to less experienced team members. This role is also responsible for managing the
overall liquidity and Trust Funds. The job holder also plays a central role in identifying, building, and managing business
relationships/partnerships with relevant internal and external stakeholders vital to the efficient and effective management of the
liquid funds under the Treasury Management.
Key Accountabilities and Activities
- **Liquidity Management**

Monitors the overall liquidity position of the OCR and other funds under the
Treasury management through a review of daily cash flow movements and
future projections for movements of funds to meet liquidity and disbursement
requirements.
Participates in the formulation, implementation, and review of liquidity and
funding policies, guidelines, and procedures.
Participates in the Bank’s short-term and long-term funding strategy to cover
liquidity gaps.
Reviews investment proposals, coordinates the necessary due diligence,
and submits them for consideration and approval to the relevant
committee(s) or to Senior Management, in order to invest the OCR and other
funds managed by the IDB Treasury. Proposals typically include short and
long-term investments such as Interbank money market placements
(commodity placements), Murabaha syndications, Shariah compatible
private placements, Shariah compatible notes/repos/certificates, other
marketable securities of a similar nature, including Sukuk, in order to
centralize all of the bank’s direct and indirect Sukuk exposure.
Monitors the size and maturity and overall position of the bank’s liquidity
investment portfolio so that it is in line with the bank’s liquidity policy and
guidelines including maintaining the Prudential Minimum Liquidity level.
Performs the cash flows projections of the Banks to determine the funding
gap and recommends funding strategies to Management.
Reviews the compliance to policies and ensures liquidity availability for all
other asset classes.
- Provides Money markets and FX transactions instructions to TDR based on

the Bank’s requirements.
Liaises with the Capital Markets unit with respect to the overall position of
the liquid assets needed to maintain the Prudential Minimum Liquidity Level
in the Stable Portfolio, Core Operational Portfolio & Transactional Portfolio,
and the amount of resources that are required to be mobilized from the
market to cover any shortfalls.
Closely works with other key units for the successful settlement of all daily
trades.
Leads key projects on innovation in Treasury products and strategies for
effective and efficient liquidity/Funds management by submitting concrete
proposals to the Division Manager. The job holder is expected to be able to
lead projects throughout their lifecycles: from their inception to their full
implementation.
Collaborates with the Planning and Analytics Unit to undertake detailed
reviews and assessments of the market and liquidity risk profiles including
the credit quality of the liquid fund’s portfolios/Funds, duration mismatch
between assets and liabilities, currency mismatch, static and dynamic
repricing gap analysis, stress testing, sensitivity, etc.
Ensures monitoring of the currency mix of the Bank to maintain alignment
with the SDR currency basket and propose corrective actions to address
any deviation breach.
Leads the assignment procedures of the new exposure limits and
participates in the seasonal review of Treasury exposure limits.
Coordinates the preparation of various daily, weekly, and other periodic
reports on the liquid investment portfolio of IDB-OCR and any other funds
under management before being submitted to the management.
Overviews the proper implementation and performance of the Dealing Room
operations, in compliance with respective procedural guidelines and policies
in place.
- **Funds Management**

Manages the funds entrusted by other entities and instructs the Dealing
Room to invest such funds in available Treasury instruments.
Reviews and clear reports on funds management activities addressed to
internal and external parties, including principals, profits, costs, and fees
entitled to IsDB.
Assists in meeting with external Funds Managers to cover any liquidity
requirements that may arise from the Bank and Funds.
Liaises with Fund Managers responsible for different Funds and
recommends changes in the asset allocation depending on the current
market
