Cost Control Manager

Parsons is looking for an amazingly talented Cost Control Manager to join our team.

The Cost Control Manager will be Responsibility for Parsons’s Cost Estimating and Cost Management function for SAPL Enterprise Project Management Office (EPOM) for MOH. Accountable for ensuring that our estimating and cost management functions are in full coordination with the processes and procedures of MOH and its other Delivery Partners. This position is accountable for supporting Senior Estimators and other departments in development of this strategy and also for of execution of the various deliverables including but not limited to estimating, cost planning, cost management, governance and risk management (as and when required). The position reports directly to the Project Control Director of the program.

**What You'll Be Doing**:

- Provides guidance, direction, and specialized assistance to project for the resolution of difficult and complex project control problems.
- Interfaces with clients, attends regular meetings, and provides statistical reports.
- Manages a team of Estimate and cost Control staff who are qualified to analyze, evaluate, and forecast project costs, as well as performance against an established schedule with critical milestones.

Establishes the standardized work breakdown structures (WBS) and cost breakdown structures (CBS) for the project in coordination with QIC and its Delivery Partners.
- Close coordination with the Project Controls function in relation to implementing an effective controls system on budget, cost, report, risk and change management.
- Develops and implements cost and estimating management standards that are in-line with market best practices and are to be used throughout the program and facilitates compliance by project team members.
- Provides leadership, guidance, direction, and specialized assistance to project for the resolution of difficult and complex project estimating and cost control problems.
- Leads interface with external/internal Partners, attends regular meetings, and provides statistical reports.
- Leads all project/program estimate scope requirements and is completely responsible for all project/program estimated probable costs for contracted services. Utilizes knowledge in resources skill sets and durations required to prepare and deliver tasked assignments, and responsible to deliver all estimating products in a timely manner.
- Assesses the impact(s) of design/construction changes and schedule slippages, as and when required in coordination with the Project Controls function.
- Recommends and provides input to the customization of project control systems to meet specific project estimating requirements.
- Performs other responsibilities associated with this position as may be appropriate.
- Leads, supervise and prepare reports of estimate, budget, cost and financial.
- initiate and develop cost estimate database based on market and historical data
- Write-up, review and update process and procedures of cost management and estimate
- Supports business development efforts by providing input for proposals and participating in presentations, as required.

**What Required Skills You'll Bring**:

- Bachelors in any related field.
- Minimum 17+ years of experience in a similar consultancy/ field.
- Strong knowledge and familiarity with typical project controls software
- Strong problem-solving skills.
- Excellent verbal and written communication in Arabic and English
- Coaching ,mentoring knowledge transfer to member of the program
