Qualifications:

- Bachelor's degree in Information and Communication Technology (ICT), engineering or equivalent.
- Must have a minimum 10 years of professional experience including 8 years experience in designing, developing, and implementing information communication systems.
- Must have Bachelor's degree in Civil Engineering
- A master’s degree in the related field is an advantage.
- Must have at least 10 years of working-related experience (Project Management with Construction Supervision and capacity building of any infrastructure projects)
- Must have at least experience based on the number of relevant projects implemented (Project Management with Construction Supervision and capacity building on flood control project)
- Must have experience in working with international consulting firm or international organization/international agencies (ADB, WB, JICA, etc.)

The Data Management Specialist will be based in Manila Project Office with frequent travels to project sites as deemed necessary and will be responsible for designing and the development of the AMIS-FRM.

Duties and Responsibilities:
1. Review existing information systems.

3. Support the system development contractor in the system and database design.

5. Develop manuals and training materials on the AMIS-FRM; and

6. Provide training on the operation of the field data collection system and database management system to the client staff.
