Design & Engineering Services Manager

Job Summary:

The Design & Engineering Services Manager will be responsible of managing all aspects of project design (architecture, landscape, interior design) and the technical engineering areas including (civil, mechanical, electrical, and structural). He will also provide operational and technical support when required by other divisions to ensure successful design and delivery of URED's projects.

Primary Duties & Responsibilities

1. Develop standardized policies, processes, approaches, and tools for the Design & Engineering Services function in line with URED strategic direction and objectives.
2. Develops the Design & Engineering Services business plan, budget and resources while ensuring alignment with URED's overall strategy and direction.
3. Manage the implementation of the strategic initiatives and objectives, as applicable to Design & Engineering Services function, and ensure it is communicated properly to all individuals within the department.
4. Provide drawings for initial development ideas and concepts for projects based on the feasibility study outcome which includes Land / Site Best Utilization options.
5. Manage the provision of deign, engineering and technical support services to all functions within URED throughout the life cycle of each project (i.e. Feasibility Studies, Project Financing, Market Research, Tendering & Procurement Services, Construction & Technical Services, Project Management functions, etc.
6. Direct, monitor and evaluate the project design process including project master plan, infrastructure analysis, landscaping concepts, site plans, principle floor plans, vertical section, specifications standards, detailed cost estimates in line with URED polices and procedures.
7. Monitor the development of the architectural and engineering design through approving the developed schematic designs, and design development documents which include mainly complete architectural background drawings, documentation for all building design characteristics and systems, and space program reconciliation.
8. Review and analyze tenants / investors requirements in order to provide design and engineering input and specifications.
9. Approve produced plans, tracings and drawings of installations based on sketches and plans while ensuring their accuracy and quality
10. Oversee the preparation of engineering projects' scope of work including budgets, schedules and plans, other technical specifications and participate in proposal analysis for project
11. Oversee the chronological development of projects from design to delivery and provide Value Engineering at every phase of the project in order to assess best ways to reduce cost while maintaining the right quality.
12. Secure all the necessary permits, licenses and approvals from concerned bodies / authorities for all URED's projects.
13. Follow-up on the development of the client brief by monitoring the project assumptions and constraints, and negotiate with consultants.
14. Manage all activities related to the design and engineering in coordination with external consultants / contractors to ensure that appropriate methodologies and techniques are used to meet determined objectives.
15. Participate in contracting and procurements process in conjunction with the Tendering & Procurement department.
16. Provide advice, guidance, direction, and authorization to department's employees to carry out major plans and procedures, consistent with established policies. And ensure effective and efficient flow of work, and ensure all employees recognize their fundamental role in the department.
17. Conduct annual performance appraisal to review employees' work performance and recommend salary adjustments, rewards and promotions based on employee performance and carry out disciplinary meetings when needed.

Education & Experience

• Bachelor's degree in Engineering (Civil or Structural).
• A minimum of 10 years experience in management position in a real estate development or construction management industry.
