Overview

Hajr IPP is a landmark greenfield independent power project located on the eastern coast of Saudi Arabia. Developed on a Build–Own–Operate (BOO) basis, it boasts a net generation capacity of
3,927 MW
, making it the
largest combined-cycle gas-fired power plant in the world
. Commissioned in Q1 2015, the plant plays a vital role in meeting Saudi Arabia's growing power demands through reliable, efficient, and sustainable energy generation.

Project Experience Requirements

• Minimum 10 years' experience in QA/QC management or senior quality leadership roles within large-scale construction
• Direct experience on power generation, industrial plants, utilities, or energy infrastructure projects strongly preferred; major EPC or heavy civils megaproject experience also acceptable
• Expertise in concrete works, structural steel, foundations, earthworks, heavy civil structures, and associated inspection/testing regimes

Client and Regulatory Exposure

• Experience working with ACWA Power, SEC, or other tier-one power and energy clients desirable but not essential
• Previous Saudi Arabia project exposure preferred, including understanding of local construction codes, material standards, and statutory compliance processes
• Understanding of regulatory inspection, permitting, and quality documentation requirements within KSA or GCC regions

Leadership and Systems Capability

• Ability to lead, coach, and develop multinational QA/QC teams and site inspection personnel
• Strong working knowledge of ISO 9001 quality management systems, including implementation and audit preparation
• Competency in NCR management, root cause analysis, corrective/preventive action systems, and supplier quality oversight
• Experience managing ITPs, method statements, material traceability, and construction records for major infrastructure works

Communication and Interface

• Fluent in English (Arabic an advantage)
• Confident in presenting quality reports, exception narratives, surveillance outcomes, and compliance positions
• Experienced in coordination across EPC contractors, subcontractors, consultants, and commissioning teams in complex project environments

Qualifications

• Bachelor's degree in Civil Engineering, Construction Management, Quality Engineering, or related technical discipline
• Recognised quality certifications preferred (ISO 9001 Lead Auditor, ASQ CQE, IRCA, etc.)
• Additional training in concrete technology, welding inspection, materials testing, or construction standards advantageous
• Formal training in root cause analysis methods (8D, RCA, Fishbone) beneficial

• Position is site-based in Eastern Province, KSA near Al Khobar
• Salary is highly negotiable and discussed at interview stage
• Salary payable in USD with no taxable deductions
