Senior Local Content Specialist

We are seeking a highly motivated and experienced Senior Local Content Specialist to join our team in Dammam. The successful candidate will be instrumental in ensuring our company's adherence to Saudi Arabian local content regulations and maximizing our contribution to the local economy. This role requires a professional with a strong background in local content audit and management, capable of both ensuring current compliance and strategically planning for future local content initiatives.
Key Responsibilities:
- Local Content Strategy & Planning: Develop, implement, and manage the company's local content strategy in alignment with national regulations and company objectives.
- Compliance Management: Ensure full compliance with all relevant Saudi Arabian local content regulations, policies, and guidelines, including those pertaining to procurement, supply chain, workforce development, and local manufacturing/services.
- Audit & Reporting: Conduct regular internal audits of local content performance, identify gaps, and recommend corrective actions. Prepare and submit accurate local content reports to relevant authorities and internal stakeholders.
- Vendor & Supplier Development: Work closely with procurement to identify, evaluate, and develop local suppliers and vendors. Implement strategies to increase the utilization of local products, services, and human resources within the supply chain.
- Data Collection & Analysis: Collect, analyze, and maintain data related to local content expenditures, employment, and supplier engagement. Utilize data to track progress and identify areas for improvement.
- Stakeholder Engagement: Act as a primary point of contact for local content matters with government entities, industry associations, and internal departments (e.g., Procurement, HR, Operations, Finance).
- Future Planning & Forecasting: Develop long-term plans for local content growth, including setting ambitious targets, identifying new opportunities, and forecasting future compliance requirements.
- Training & Awareness: Educate internal teams on local content requirements and best practices to foster a culture of compliance and local value creation.
- Policy & Process Improvement: Continuously review and improve internal policies and processes to enhance local content performance and efficiency.
Qualifications:
- Bachelor's degree in Accounting.
- Minimum of 4 years of proven experience in local content audit or local content management, preferably within the industrial, energy, or facility management sectors in Saudi Arabia
- Demonstrable experience in future planning and strategic development of local content initiatives.
- In-depth knowledge of Saudi Arabian local content regulations and initiatives (e.g., IKTVA, Musaned, etc.).
- Strong analytical skills with the ability to interpret complex financial and operational data and generate actionable insights.
- Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word)..
