Job Overview

The Health, Safety, and Environment (HSE) Engineer is responsible for developing, implementing, and enforcing health, safety, and environmental programs to ensure the safety and compliance of all organizational projects and operations. This role includes conducting risk assessments, inspections, incident investigations, and safety training while fostering a culture of safety across all levels of the workforce. The HSE Engineer ensures adherence to local, national, and international safety regulations and standards.

Key Responsibilities

1. Health and Safety Program Development & Implementation

  • Design and enforce health and safety programs that align with local and international standards, ensuring the safe execution of all projects.
  • Conduct hazard analysis and risk assessments to identify and mitigate potential health and safety risks.
  • Ensure that site procedures and practices meet environmental, health, and legal requirements, including compliance with applicable laws and industry regulations.

  • Site Inspections & Audits

  • Conduct regular audits and inspections across all project phases to ensure safety standards are consistently met.

  • Identify and evaluate potential field risks, such as those associated with heavy equipment handling, working at heights, traffic hazards, and hazardous materials.
  • Prepare detailed reports on findings, outlining potential hazards, compliance gaps, and necessary corrective actions.

  • Training and Safety Awareness

  • Develop and deliver training programs focused on worksite safety protocols, safe work practices, and the correct use of personal protective equipment (PPE).

  • Promote a strong safety culture among site personnel by ensuring regular training sessions, fostering compliance, and maintaining awareness of safety best practices.
  • Conduct safety awareness sessions to ensure employees understand their responsibilities in maintaining a safe working environment.

  • Incident Investigation & Reporting

  • Manage and document incident investigations to determine root causes and implement corrective actions.

  • Prepare incident reports that detail findings, actions taken, and recommendations to prevent future occurrences.
  • Ensure proper documentation and follow-up on corrective actions to minimize the risk of repeat incidents.

  • Emergency Management

  • Develop emergency response plans to ensure readiness for crises such as fires, chemical spills, or other hazardous incidents.

  • Conduct emergency drills and simulations to evaluate the effectiveness of response plans and improve team preparedness.
  • Provide guidance and support to project teams on emergency procedures and ensure compliance with emergency protocols.

  • Communication and Reporting

  • Collaborate with project managers and regulatory bodies to ensure that health and safety measures are effectively applied across all projects.

  • Prepare and submit comprehensive reports on incidents, injuries, safety audits, and overall safety performance to senior management.
  • Communicate the safety status of ongoing projects and ensure all relevant stakeholders are informed of any safety concerns or incidents.

Qualifications & Skills

  • Education: Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or related field.
  • Certifications: NEBOSH, IOSH, OSHA, or other recognized safety certifications are highly desirable.
  • Experience: Minimum of 3-5 years in HSE roles, preferably within construction, manufacturing, or industrial sectors.
  • Skills:
  • In-depth knowledge of HSE regulations, risk management, and emergency procedures.
  • Strong analytical, investigative, and problem-solving abilities.
  • Proficiency in safety management software and MS Office Suite.
  • Excellent communication, leadership, and training skills.
  • Ability to work independently and collaboratively to resolve safety concerns effectively.
