Job Purpose :

The
Cost Controller
will be responsible for managing, monitoring, and controlling all project-related cost activities in accordance with company policies and procedures.

The role ensures accurate
budget control, cost forecasting, cost reporting
, and effective management of
variations, claims, and commercial risks
throughout the project lifecycle.

Key Responsibilities:

  • Develop and implement cost control systems and procedures aligned with company standards and ERP systems.
  • Monitor total project expenditure, ensuring all costs are accurately captured, verified, and recorded.
  • Review and verify invoices, claims, and payment certificates from suppliers, vendors, and subcontractors.
  • Control manpower costs, material costs, equipment usage, consumables, and general expenses.
  • Track and report project manhours across all disciplines and stakeholders.
  • Manage budget revisions resulting from variations, scope changes, and change orders.
  • Prepare project invoices and follow up on client payments.
  • Maintain updated project budgets, cost forecasts, margins, and cash flow projections.
  • Upload, manage, and maintain cost data within project management and ERP systems.
  • Negotiate variation orders and support contract amendments from a commercial perspective.
  • Identify, analyze, and mitigate commercial and cost-related risks.
  • Prepare monthly cost reports, accruals, variance analyses, and exception reports.
  • Support monthly financial close activities with accurate cost and accrual data.
  • Present cost reports to the Project Manager and participate in project review meetings.
  • Ensure all outstanding costs are converted from accruals to actuals in a timely manner.
  • Perform any additional duties as assigned by the Head of Department.

Qualifications & Experience

Education:

  • Bachelor's Degree in
    Engineering, Finance, Accounting, Quantity Surveying
    , or a related field.

Professional Certifications (Preferred) :

  • CCP, PMP
    , or equivalent (advantageous but not mandatory).

Knowledge & Skills :

  • Strong proficiency in
    MS Excel, Word, and PowerPoint
    .
  • Working knowledge of
    Primavera P6
    is preferred.
  • Experience with
    ERP systems
    (SAP, Oracle, or similar).
  • Solid understanding of cost control principles, budgeting, forecasting, and ISO standards.
  • Strong analytical, numerical, and commercial skills.
  • High attention to detail and accuracy.
  • Ability to work under pressure and manage multiple priorities.
  • Strong communication, coordination, and stakeholder management skills.

Experience Requirements

  • 5–8 years
    of experience in Cost Control / Quantity Surveying roles.
  • Proven experience in
    construction, EPC, infrastructure, or industrial projects
    .
  • Experience in
    water, oil & gas, power, or large-scale construction projects
    is an advantage.
