Purpose of the Job
The
Senior Project Planner and Controller
ensures effective oversight of project planning, scheduling, budgeting, and performance tracking in alignment with
FBS's project governance framework
.
This role leads the development and implementation of standardized project control systems to monitor progress, manage risks, and ensure compliance with cost, time, and quality objectives.
By providing accurate performance data, forecasting insights, and supporting cross-departmental coordination, this position plays a vital role in
resource optimization, proactive decision-making, and successful project delivery
.
Responsibilities
Administrative and Supervisory Tasks
- Manage and supervise the daily performance of team members, ensuring alignment with departmental and organizational objectives.
- Set individual and team performance indicators and continuously monitor their achievement.
- Establish, maintain, and improve departmental procedures and internal policies to enhance efficiency and consistency.
- Participate in preparing and monitoring the
annual departmental budget
and ensure alignment with project cost plans. - Prioritize and delegate tasks effectively, ensuring accountability and timely delivery.
- Maintain smooth communication within the department and across other teams to ensure project alignment.
- Conduct
annual performance evaluations
, provide constructive feedback, and recommend development plans. - Identify training needs and coordinate with HR to support learning and development initiatives.
- Participate in recruitment activities, including candidate shortlisting and interviews.
- Perform other managerial duties as assigned by the direct supervisor.
Technical Tasks
Project Planning
- Develop, update, and oversee
project schedules
using professional planning tools (e.g., Primavera, MS Project). - Approve baseline schedules and ensure their alignment with scope, resources, and contractual milestones.
- Ensure integration of
time, cost, and scope
into a unified control framework. - Monitor project progress and ensure timely issuance of weekly and monthly progress reports.
- Identify schedule deviations and lead the preparation of corrective and recovery plans.
- Coordinate with PMO and project managers to resolve planning and sequencing conflicts.
- Support internal and external project audits and ensure compliance with project control standards.
- Maintain a
delay and deviation register
to track and analyze schedule performance trends. - Review earned value management indicators (
EVM, SPI, CPI
) and ensure accurate performance analysis. - Mentor and support planning and quantity surveying staff to ensure consistent methodology across projects.
Cost Control
- Review post-award BoQ and prepare the
project baseline budget
. - Coordinate with the Quantity Surveyor to structure cost breakdown by discipline, activity, and work package.
- Monitor
actual vs. planned costs
across all project cost codes and categories. - Update cost forecasts and commitments in line with procurement and site progress.
- Perform variance analysis, identify cost overruns, and issue alerts for early corrective actions.
- Generate
weekly and monthly cost reports
and maintain an updated cost register. - Monitor manpower utilization against planned labor hours.
- Validate all expenditures through the cost approval workflow.
- Manage subcontractor billing verification and coordinate with procurement for payment certification.
- Track cost-related change requests and adjust budgets accordingly.
- Support risk and contingency analysis to evaluate potential financial impacts.
- Ensure
time-cost integration
between schedule and financial control systems.
Job Qualifications
Education
- Bachelor's degree in
Engineering, Project Management
, or a related field.
Experience
- Minimum of
6 to 12 years
of experience in
project planning, cost control, and performance monitoring
.
Certifications / Courses
- PMI-SP
,
PMP
, or
AACE Certified Cost Professional (CCP)
preferred. - Training in
Earned Value Management
and
Integrated Project Controls
is an advantage.
Languages
- Excellent command of
Arabic and English
(reading, writing, and speaking).
