Job Summary

We areseeking an experienced Engineer who is specialized in CommunicationEngineering to join our Project Management team (PMT). This CompanyProject Management Teams are responsible and accountable for thedelivery of best in class capital projects. PMT is directlyinvolved in executing and managing assigned projects safely onschedule within budget and to the highest standards of integrityand compliance. This will involve engineering design procurementand construction of various sizes ($) types and complexity of smallmedium to multibilliondollar mega projects. Project Management Teammanages and executes projects usually from multiple site offices orengineering contractor design offices geographically scatteredthroughout the Kingdom of Saudi Arabia. The primary role is toensure that engineering design procurement construction and projectcompletion is done in compliance with the project objective andcontractual requirements i.e. project schedule cost HSE companystandards and procedures. The role also involves review and studyof grass root and brown field refining and petrochemicalfacilities.

Responsibilities:

  • Execute capital projects in accordance withthe scope schedule and budget.
  • Perform complextechnical and administrative tasks related to the design andcoordination of communication systems.
  • Providetechnical input and review for the design constructionprecommissioning commissioning and startup offacilities.
  • Address technical issues thatarise during all phases of the project development related tocommunication packages of the facilities.
  • Takeresponsibility for project development including engineeringstudies technical bid reviews preliminary engineering detaileddesigns materials procurement construction precommissioninghandover commissioning and startup.
  • Review andprovide input to the Functional Specification for communicationequipment in compliance with This Company standards andspecifications.
  • Manage General EngineeringServices (GES) design contractor activities during the developmentof PreFEED & FEED including defining project work scope andschedule requirements and developing detailed estimates leading tofunding appropriation and approval.
  • Befamiliar with international procedures for Projects PhasesEngineering Phases Bidding procedures Procurement ProcessesConstruction Requirements and Best Practices.
  • Have a comprehensive understanding of contract documentsproject execution plans interface management change managementconstruction sequencing standards specifications and projectschedules to support the Project Manager and/or Companyrepresentative in achieving timely project completion.
  • Review and resolve daytoday contractors activitiesrelated to assigned project work during construction and ensurecompliance with Health Safety and Environment (HSE)requirements.
  • Participate in developingcommunication deliverables including documents like BDs (BasicDesign) I/O lists (Input/Output Lists) ILDs (Instrument LoopDiagrams) ISDs (Instrument Specification Data) specification sheetscommunication protocols C&E (Cause & Effect) diagrams HAZID(Hazard Identification) HAZOP (Hazard and Operability Study) SIL(Safety Integrity Level) control narrative startup plansetc.
  • Provide design input for identifyingsizing selecting and procuring field communicationdevices.
  • Attend Factory Acceptance Tests (FAT)for communication equipment resolving technical issues prior toshipment to the site.
  • Conduct Site AcceptanceTests (SAT) and Integration Site Acceptance Tests (ISAT) for allcommunication equipment and address any technical issues thatarise.
  • Perform change order scope definitioncost estimation and assist the Project Manager or Companyrepresentative in the change management process.
  • Review weekly and monthly reports on the status andprogress of contracts including project costs and schedules. Attendvarious project meetings such as progress stakeholders designreviews plot plans and value improvement.
  • Review project schedules coordinate and monitor assignedproject progress and challenge contractor performance belowacceptable standards.
  • Review coordinate andmonitor invoices including checks for claimed vs. actual physicalprogress and contractors submittals.
  • PerformProject Reporting and implement company initiatives during projectexecution.
  • Review design/study communicationsystem modifications to the facilities.
  • Provide routine communication (design and construction)support to facilities.
  • Develop and/or reviewtesting and commissioning procedures for communication equipmentespecially in the facilities.
  • Be familiar withleading equipment manufacturers/vendors international standards andvalue improvement practices.
  • Upholdengineering ethics and maintain high standards of professionalbehavior and conduct.

Requirements:

  • This role required candidate topermanently relocate at Dhahran SaudiArabia.
  • Hold a Bachelors Degreein Electrical/Communication Engineering from a recognized andapproved program.
  • Possess a minimum of Fifteen(15) years of experience in the refining and petrochemicalindustries with a specialty in communication including five (5)years of field experience in construction precommissioningcommissioning startup and operation.
  • HaveEngineering Design & Construction phase experience with athorough knowledge of engineering practices and economic principlesin applicable International Codes Standards andSpecifications.
  • Demonstrate a dynamic attitudetowards project improvements and cost savings with PMP (ProjectManagement Professional) Certification being desirable but notmandatory.
  • Be flexible and willing to work inmultinational teams and mobilize to different locations includingremote areas as needed.
