Position Objectives:

Led the Core and IP Transport Network scope of the Mission Critical Network Program.


Manage a team of 4 Technical Project Managers to supervise and verify Virtualized Core Network implementation performed by Vendors and other parties, ensuring successful completion of integration through to final acceptance.


Job Description & Responsibilities:


Responsible for overall Program Management of the deployment, test, and acceptance, check for guidelines, agreed engineering principles of new Core Network infrastructure and Virtualized Network functions (VNF) for the Mission Critical Network Program.

Act as a Technical Advisor to the client's counterpart on technical issues related to Core network planning, design, and engineering activities - based on impact on final solution implementation and performance.

Act as the main point of contact for the Vendor(s) on behalf of a client for all core network-related scope in the MC program.

Responsible for ensuring the preparation of required project documents (as-built, config records, etc.) and ensuring requirements compliance.
Validate Program Scope, build a Project Charter, Project Implementation Plan, Identify and Mitigate Risks, Project Control, and Reporting Templates.

Lead the implementation, integration, and acceptance of the overall Core and IPTX network solution by the Vendor(s), including schedules, risk, co-dependencies, and escalations.

Advise on Core Network traffic migration and Interworking strategy with legacy mission-critical networks as needed.

Please review and agree with Core Network acceptance and Implementation's KPIs, SLA, and OLA and devise the methods to capture and analyse them to improve performance and productivity.

Monitor the Performance of Vendors and resolve issues in a timely manner.
Lead and Implement Change Management and Control.
Ensure accurate status and forecast reports to the Governance Committee (MGC) in agreed formats with Program Director.
Responsible for ensuring preparation and validation of required project documents (as-built, config records etc) and ensuring compliance with requirements.

Qualifications & Experience:

Bachelor of Science degree or equivalent in engineering or telecommunication.
20+ years' experience with a min 5 years as Program Manager for a large Core Network Project.

Good hands-on expertise/knowledge of the following:

  • EPC (MME, Nods, PCRF, Gateways)
IP Transport (IPSEC, Latency & Performance)
IMS, OSS, and SMM (HSE, HLR, CDCM, FCAPS, CEM)
Mission Critical (MDM, E2EE, Tetra/MCX/GIS)
Telco Cloud/VNF/NFVI experience.
Strong knowledge and experience of multi-vendor Core products from architecture and design through to implementation, testing, and acceptance.
Good Hands-on skills in Data Analytics, Management Reporting/Dashboards, using Power BI and Microsoft Excel.
Excellent Presentation skills using PowerPoint and other tools.

Essential skills:
Leadership, Teamwork, Assertive Communication skills and Coaching and knowledge transfer capability.
Excellent knowledge of the English language, both written and spoken.
Fluency in the Arabic language will be an advantage.
