Position Summary


Jubail is one of Bechtel's most remarkable achievements—a city built from the sand up, requiring vast resources and logístical planning on an unprecedented scale.

It the biggest civil engineering project in modern times—and it's getting bigger.

Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s.

Bechtel serves as the Management Services Contractor (MSC), or "owner's representative" for our client, the Royal Commission (RC).

We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities.

In June 2021, Bechtel's contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.


Major Responsibilities:

  • Monitoring the engineering activity and overall project deliverables in terms of quality cost and time, and takes responsibility for own document deliverables for the project.
  • Responsible for reviewing and / or approving, Fire system design concept, Technical drawings, Technical calculation and other relevant document to support Project Stage deliverables from concept design up to Project Close Out.
  • Review and approval of construction documents and fire system specifications for various commercial, industrial, power substation, Telecom and health care projects.
  • Coordinates internal and external engineering activities and the interdisciplinary interfaces in close coordination with the discipline engineers and/or contractors.
  • Identify gaps, provide analysis and develop options on impact to closing any project engineering requirements.
  • Coordinate and review engineering development, either inhouse or external, to ensure clarity of scope of work and alignment of specifications and deliverables with engineering requirements.
  • Conduct building fire protection, code and life safety evaluations for new and existing facilities
  • Evaluate, plan, and specify special hazard suppression systems.
  • Assist with onsite observations during construction and coordinate design requirements with contractors and equipment suppliers under the direction of project engineer.
  • Develop fire protection specifications.

Skills and Qualifications:

Essential Technical:

  • Bachelor degree in Mechanical or related.
  • At least 10 years of related experience in the field of design.
  • Strong working experience in mechanical systems design including HVAC and plumbing for educational, Residential, Commercial, industrial, power substation, Telecom and health care projects.
  • Experience with performing HVAC cooling load calculation using industry standard software and program.

Essential Behavioral:

  • Training, monitoring and coaching discipline engineers within the mechanical group and providing technical expertise, support & guidance.
  • Capable of interacting professionally with clients and working collaboratively with a team.
  • Communicate with team members, team leader, other disciplines, local Engineering Firms / AE Consulting, client and outside vendors to ensure project requirements are met.

Preferred Technical:

  • Strong working experience in mechanical systems design including HVAC and plumbing for educational, Residential, Commercial, industrial, power substation, Telecom and health care projects.
  • Extensive knowledge and experience in implementing the Following codes & standards as minimum:
  • ASHRAE (American Society of Heating, Refrigerating and Air-Conditioning Engineers).
  • NFPA (National Fire Protection Association).
  • IMC (International Mechanical Codes).
  • IBC (International Building Codes).
  • IFC (International Fire Codes).
  • IPC (International Plumbing Codes).
  • Experience with performing HVAC cooling load calculation using industry standard software and program.
  • Knowledge of Saudi Building code SBC.
  • Certified fire protection engineer as required by NFPA is preferred.

Preferred Behavioral**:

  • Experience in GCC preferably in Saudi Arabia.
  • Excellent Communication.
  • Must be able to mentor junior engineers technically.
