Position Summary


Jubail is one of Bechtel's most remarkable achievements—a city built from the sand up, requiring vast resources and logístical planning on an unprecedented scale.

It the biggest civil engineering project in modern times—and it's getting bigger.

Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s.

Bechtel serves as the Management Services Contractor (MSC), or "owner's representative" for our client, the Royal Commission (RC).

We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities.

In June 2021, Bechtel's contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

Ras-Al-Khair

The work location for this position is in Ras-Al-Khair which is located about 90 KMS north of Jubail Industrial City. You will be required to commute Jubail - Ras-Al-Khair - Jubail daily using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City.

Major Responsibilities:

***The Lead Mechanical Engineer is a lead member of the Mechanical team, as part of Technical Support Section within the Royal Commission (RC) Engineering Department in Ras Al-Khair.

Essential Job Duties:

  • Undertakes the review of A/E Consultant's design, review of Contractor's technical submittal packages, monitors the engineering activity and overall project deliverables in terms of quality, safety, code & standard compliance, costeffectiveness and schedule.
  • Provides an interface between RC Engineering and the other disciplines and parties to resolve technical issues.
  • Provides support to Construction Department and dispositions field changes by reviewing TQ's, FCD's and DCN's.
  • Reviews specifications, design concepts, utility systems, mechanical calculations and drawings of the following mechanical systems for commercial, industrial, power substation, telecom, healthcare, educational, residential and government facilities projects:
  • Pump and lift stations in water treatment plants, firewater, sanitary, irrigation, industrial wastewater, wastewater treatment plant, seawater cooling (including Reverse Osmosis) and chilled water.
  • Mechanical equipment (Chillers, Cooling Towers, Pumps, Air Handling Units, Energy recovery units, Fans, VAV Systems and Ductwork Accessories, etc.).
  • HVAC, Plumbing and Fire Protection
  • Piping systems (chilled water network, hot & cold water, vent, waste, compressed air, etc.)
  • Gas distribution piping, Gas network Sizing and calculations, scraper launcher layouts and design
  • Steam systems and condensate recovery (includes pressure regulation, pipe rack, steam piping and associated ancillaries, flow meter, condensate traps)
  • Coordinates internal and external engineering activities and the interdisciplinary interfaces in close coordination with the discipline engineers and/or contractors.
  • Assists with onsite observations during construction and coordinates design requirements with contractors and equipment suppliers under the direction of project engineer.
  • Knowledgeable with third party specifications, procedures and approval requirements and coordinates 3rd party interfaces, as well, with vendors
