Contract Management Specialist Professional

- Guide and steer the alignment of the Contract Management priorities and operational goals with the overall departmental objectives and plans of the Technology Operations Support.
- Ensure effective and professional support services are provided to all technology operations in areas of sourcing, procurement and contract management capitalising on respective corporate-level processes and guidelines.
- Support the implementation of effective procurement techniques such as advanced planning, group-buying and negotiated pricing in order to increase efficiency and reduce costs.
- Ensure effective planning, compilation, implementation, fulfilment and control of the Technology Operations departments' procurement needs and requirements.
- Manage and coordinate the technical tendering process across Technology Operations departments in close coordination with the functional owners and the Mobily-level Procurement Department.
- Create and implement plans and coordinate initiatives, activities and work efforts across Technology Operations departments in order to achieve cost-effective, smooth and rationalised procurement and contacting processes.
- Serve as a technical procurement advisor to Technology Operations departments on any contractual issues and requests.
- Ensure all sourcing and tendering requirements of Technology Operations departments are centrally managed and handled including request for proposals (RFPs), request for quotations (RFQs) and purchase requests (PR) in alignment and co-ordination with Mobily level procurement function and policies.
- Develop Operational documents and templates for Technology operations requirements and coordinate and drive RFP/RFQ development, floating and evaluation and help negotiate for the optimal deal in terms of quality, cost, delivery and standards with the suppliers/ vendors.
- Act as prime interface with Mobily Business Support and Legal to ensure needs related to procurement, supply chain management and contracts are effectively fulfilled.
- Ensure effective and systematic build-up and maintenance of technical contracts repository for the Technology Operations departments.
- Provide recommendations and advice to line management and functional owners across the Technology Operations departments on the findings of market and supplier performance analysis to ensure reputable suppliers are invited to the Technology Operations tenders.
- Ensure effective logistic support for contract execution is provided to Technology Operations departments and oversee the preparation of contract related certifications such as Ready For Services (RFS), Provisional Acceptance Certificate (PAC), Final Acceptance Certificate (FAC), Completion Certificate (CC) and Service Acceptance Certificate (SAS).
- Ensure continuous monitoring of contract execution and deliverables and follow up on the approvals from all concerned parties including functional owners, Business Support, Finance, etc.
- Oversee contract renewal processes and ensure the same are in compliance with contracting policies and guidelines at both Mobily and Technology Operations levels.
- Perform any other duties and responsibilities related to Sourcing and Contract Management as designated by the line manager.
