The overall mood and feelings at the Yanbu industrial City Program on the West (Red Sea) Coast of KSA have never been as positive.

With the budgets secured for 2023, Saudi Arabia Parsons Ltd (SAPL), the Client and the state of KSA as a whole, are focused on the Saudi 2023 Vision which will see the City of Yanbu grow from its current size of around 150 kilometers squared to 600 kilometers squared.


To meet the demands of 2023 and beyond SAPL is looking to grow the Yanbu Industrial City Program Team across all departments.

A key part of the plan is to bring in a
Department Manager for Urban Planning and to grow the team around that individual.

Starting this year we will be hitting the 'Refresh' button on the 'Yanbu Master Plan' and we are keen to acquire the services of a seasoned Urban / Master Planner to lead the way.


Key Responsibilities

  • Plans and defines strategic and financial goals, determines the resources required to achieve them, and directs effort to acquire and retain those resources.
  • Identifies project opportunities and assists in developing proposals. Participates in review of all major proposals and initiatives affecting the discipline. Provides technical consultation to client and Company management as needed.
  • Ensures compliance with all laws and regulations applicable to the assigned discipline. Develops and implements policies and procedures within area of expertise. Ensures compliance with corporate policies.
  • Keeps abreast of current technology germane to the discipline. Participates in professional organizations; may make presentations at meetings and seminars.
  • Maintains / controls operating budget as presented by corporate management.
  • Coordinates discipline's activity with pertinent external groups, such as regulatory agencies, as necessary.
  • Performs other responsibilities associated with this position as may be appropriate.

Direct Reports
Reporting directly to the Director of Urban Planning Department (Client) and to the SAPL Program Manager.

Interfaces frequently with senior management personnel across SAPL and Royal Commission on Urban Planning Department Issues and activity and supervises SAPL's Urban Planning staff and support functions.

Major Activities Performed

  • Assist the Director in establishing and implementing the business plan, priorities and working objectives of the department and section in alignment with Executive Management's vision as stated with the approved Annual Work Plan.
  • Actively participate and contribute to the department staffing and budget planning
  • Monitor costs and resources in day to day activities.
  • Support Director in establishing and then monitor department's staffing and budgeting projections.
  • Be prepared to represent the department in executive management meetings as necessary.
  • Coordinate with other departments and Divisions in the implementation of the current and future Master Plan deliverables and initiatives.
  • Manage the development of detailed technical plans, drawings detailing technical layouts and locations of each facility within the city area (industrial and community), in line with Economic and Strategic plans.
  • Assist in establishing, implementing, monitoring, and enforcing departmental policies, goals, objectives, and procedures.
  • Full day to day management of Department Staff including direction, communications, support, training and leadership.
  • Actively participate in relevant coordination meetings and provide direction in daily operations to all section and department staff to manage output and products in accordance with the department objectives.
  • Supervise the allocation of available land into industrial, commercial and residential development areas and zones.
  • Oversee the production of landuse drawings, technical drawings, grid maps, zoning maps and administer the Geographic Information System (GIS) updates due to changing investor's needs and requirements.
  • Coordinate with Project Management Department and Engineering department in order to review the Project Lists.
  • Ensure that survey results and findings are translated into maps and technical drawings in accordance with detailed geographical findings.
  • Review and approve reports detailing latest findings, updates in maps and other changes within overall master plans.
