Project Summary

Jubail stands as one of Bechtel's most remarkable accomplishments - a city constructed from scratch, demanding extensive resources and meticulous logistical planning on an unprecedented scale. Bechtel has overseen the Jubail project in Saudi Arabia's Eastern Province since its inception in the mid-1970s. We serve as the Engineering, Procurement, and Construction (EPC) managers, collaborating with local firms for design submissions and supervising construction in Jubail and Ras-Al-Khair Industrial Cities. Renewed in June 2021 for another 5 years, our contract with the Royal Commission focuses on developing new residential communities, iconic structures, major site preparations, commercial buildings, mosques, schools, hospitals, sports facilities, utilities, roads, port expansions, and more.

Major Responsibilities

The Systems Engineer plays a crucial role within the Royal Commission's Core Team, operating in the Technical Support Section of the RC Engineering Department in Jubail.

Essential Job Duties:

  • Evaluate, select, and apply standard System Engineering procedures and criteria for Jubail Engineering Department, preparing system architecture for various main utilities.
  • Establish verification methods for requirement implementation and acceptance criteria.
  • Conduct conceptual studies, designs, and reports for main utility systems.
  • Develop hydraulic system models using Model Based Systems Engineering methods and tools.
  • Coordinate System Engineering efforts with various stakeholders and departments both internally and externally.
  • Guide other Systems Engineering personnel on specific tasks and projects.
  • Maintain updated utility demands and ensure alignment with design plans and industrial standards.
  • Interpret regulations, codes, and standards to ensure design adherence.
  • Lead special studies on new System Engineering methods and techniques for department-wide application.

Qualifications and Skills:

Essential Technical:

  • Bachelor's degree in Chemical or Mechanical Engineering or related field with a minimum of 15 years of relevant experience in design and operations for main Utilities.
  • Extensive experience in major utilities and System Engineering roles, including data maintenance, design development, and demand tracking.
  • Proficiency in utility system modelling and calculations.

  • Responsible for training and coaching discipline engineers, providing technical expertise and support.
  • Effective communication skills with team members, clients, stakeholders, and vendors.

Additional Qualifications:

Preferred Technical:

  • Professional/Chartered Engineer certification.
  • Experience in design reviews and explaining engineering concepts.
  • Practical knowledge in various utility systems design and modelling.
  • Understanding of international codes and standards for System Engineering.
