Duties:

As a LIAISON OFFICER at the NH some of your typical work assignments may include:

  • Serve as a Missile Defense Agency (MDA) Liaison Officer for a designated country responsible for facilitating communications between country and the Terminal High Altitude Area Defense (THAAD) System Program Offices and the MDA Directorate for International and Policy.
  • Serve as the MDA trusted agent and conduit to the foreign purchaser to facilitate communication vital to MDA in support of Foreign Military Sales (FMS) case requirements.
  • Promote a closer MDA working relationship with the country's FMS THAAAD personnel to ensure MDA strategies align with the country's engagement strategies.
  • Assess potential country reaction to actions under consideration by the THAAD PM.
  • Coordinate and execute all aspects of FMS THAAD visits to the country.
  • Serve as the MDA liaison with the foreign purchaser. Work issues and responses to requests for information, carries out daily coordination, and arranges and prepares for meetings and visits.
  • Communicate the US and the country position on issues of interest.
  • Establish and maintain close personal working relationships with all appropriate THAAD offices within the assigned country and the country Security Cooperation Officers (SCOs).
  • Keep the FMS THAAD PM apprised of events in the assigned country concentrating on those issues affecting the THAAD Program and advises the FMS THAAD PM on all matters pertaining to relationships and interactions between all interested organizations and parties.
  • Review and analyze THAAD security assistance programs plans and current issues to determine specific areas and actions of a type and nature that will resolve to the best interest of MDA.
  • Attend meetings/conferences and maintains continuing coordination with MDA on matters of interest.
  • Represent the FMS THAAD PM in all types of interactions involving significant or controversial issues.
  • Plan and recommend control methods to be used which will ensure management practices are implemented.
  • Determine the kind of information need, its source, and the methods of obtaining to show whether program objectives are accomplished in a timely and effective manner.
  • Effect the greatest possible economy in the use of funds made available within the system to avoid unauthorized, excessive, or intemperate use.
  • Maintain constant liaison with appropriate organizations related to program problems and requirements by means of telephone, personal contacts, and meetings to assure resolution of problems.
  • Analyze program status, as required, with the objective of identifying potential problems before they become critical.
  • Investigate system related problem areas, bottlenecks, conflicts to develop cause, effect, solution, or alternative approaches to recommend corrective action to responsible person.
  • Recommend broad guidelines for establishing and maintaining desired relationships between MDA and the country operating elements.
  • Provide guidance/assistance to mission organizations for expediting appropriate actions, assessing the impact of program changes and incorporating program changes as necessary to fulfill program requirements.
  • Participate in program management reviews, as required, encompassing any or all aspects of Program Planning and execution, financial management, logistics, procurement, technical requirements, program tradeoffs and other broad technical and program management issues.
  • Utilize a broad knowledge of MDA support programs and activities.
  • Compile data and charts as necessary for program status briefings.
  • Provide input for master schedules and plans developed for the orderly phasing of all required actions to install, maintain, and operate incountry the THAAD weapon system.
  • Exercise program control of government agencies and contractors in the accomplishment of assigned program responsibilities, making necessary adjustments, modifications, and revisions in assigned program areas to meet current and longrange objectives.
  • Establish priorities and furnishes advice and assistance, as required, to resolve problems and assure continuity and integration of all program elements.
  • Provide guidance on new and revised policies, schedules and other changes in program objectives.
