Project Overview:

Jubail stands as one of our most impressive accomplishments—a city constructed from scratch, requiring extensive resources and meticulous logistical planning. This mega civil engineering project in modern times continues to expand under our management. Since the mid-1970s, we have overseen the development of Jubail, situated in Saudi Arabia's Eastern Province. Acting as the Management Services Contractor (MSC) for the Royal Commission (RC), we handle Engineering, Procurement, and Construction (EPC) management tasks, collaborating with local firms for design submissions and supervising construction activities in Jubail and Ras-Al-Khair Industrial Cities. Recently, our contract with the Royal Commission was extended for 5 more years, focusing on various construction projects such as residential communities, iconic structures, commercial buildings, mosques, schools, hospitals, and infrastructure enhancements.

Main Responsibilities:

  • The Project Engineer supports the Area Engineering Manager, Studies, and Industrial Planning, with technical duties involving interpretation, organization, execution, and coordination of assignments.

Key Job Duties:

  • Coordinate and direct activities related to technical studies or master planning for the project.
  • Develop study scopes including deliverables, resources, timelines, and costs.
  • Effectively breakdown study scopes into actionable stages and prepare comprehensive written scopes of work.
  • Demonstrate strong communication skills and deliver persuasive presentations.
  • Oversee studies in various areas such as land use planning, economic analysis, engineering systems, sustainability, and asset management.
  • Manage interactions with Consultants, Royal Commission Departments, Client Representatives, Investors, and other stakeholders.
  • Monitor project progress, evaluate changes, and implement corrective measures as needed.
  • Review technical studies conducted by Consultants and collaborate on design matters.
  • Promote an inclusive work environment that encourages teamwork, innovation, and satisfaction.
  • Conduct independent analysis on technical and planning topics and prepare relevant reports.

Qualifications and Skills:

Technical Requirements:

  • Hold a university degree in Civil, Mechanical, or Industrial Engineering. Additional qualifications in Finance, Real Estate Development, MBA, Strategic Planning, or Environmental Sustainability are advantageous.
  • Minimum of 10 years of experience with 5 years specifically in city planning and infrastructure design.
  • At least 5 years of experience in utilities planning and design.
  • Familiarity with industry-standard design procedures and ability to effectively communicate them.
  • Proficient in preparing technical reports, presentations, and project plans.

Behavioral Requirements:

  • Excellent multitasking abilities for complex project execution.
  • Comfortable working in a diverse cultural environment.

Additional Qualifications:

Desired Technical Skills:

  • Extensive experience across various utilities and urban planning would be beneficial.
  • Ability to review consultant presentations and provide constructive feedback.
  • Familiarity with BIM processes and project design in BIM platforms is a plus.
  • Proficiency in project engineering processes and 2-D/3-D CAD design coordination.
  • Knowledge of industry codes, standards, and design criteria.
