Consulum is a government advisory firm dedicated to helping governments develop, lead and deliver positive programmes that successfully promote their global interests. Our clients are government organisations and their leaders, including centre-of government entities, ministries, authorities, agencies and state-owned enterprises.

ABOUT THE ROLE

We are looking for an experienced public sector management consultant to lead projects focused on enhancing the performance of government communications departments. The role requires expertise in both the "hard" elements of organizational development—such as structure, systems, policies, processes, and performance metrics—as well as the "soft" aspects of improvement, including training, leadership development, culture, and change management.

Our approach to capacity building involves five steps:

  1. Gaining a deep understanding of the client's perspective on the challenges facing their communications department.
  2. Conducting a thorough, insightful, and compelling analysis of the department's key issues.
  3. Designing a comprehensive and practical performance improvement plan.
  4. Developing relevant assets and programs that address both structural and cultural aspects of performance.
  5. Collaborating closely with the client to ensure effective implementation.

KEY RESPONSIBILITIES

  • Leading the work: leading the Consulum team to provide the right analysis of the organisational challenges the client faces and design the best possible solution in response to it.
  • Building a relationship of influence with the client: Winning the trust of the principal client and providing them insight, analysis and advice they take seriously.
  • Leading the Consulum team: Ensuring Consulum team members understand the mission, are clear about their role, deliver high-quality work and generally perform to standard. A critical aspect of leadership at Consulum is to ensure every team member develops their skills and abilities and is able to progress over time.
  • Achieving commercial outcomes: Ensuring we deliver on the agreed scope of work, identifying opportunities for further work and convincing clients of the need to engage Consulum for that additional work.
  • Participating in business development: working with the wider Consulum team to generate leads, develop proposals and deliver pitches.

ESSENTIAL SKILLS AND ATTRIBUTES

  • Lead a team in delivering end-to-end capacity building projects.
  • Advise clients on strategic people-related matters, creating solutions that address complex issues, drive sustainable outcomes, and generate measurable impact.
  • Support the management and mentorship of junior team members during projects, fostering their growth within the Capacity Building practice.
  • Develop expertise in a variety of capacity-building topics, such as Transformation, Performance Management, Organizational Design, Training, and Target Operating Models.
  • Stay informed about regional and global economic and business trends, particularly focusing on Capacity Building and Communications, to help shape client thinking and contribute to our success in the market.
  • Lead the creation of winning proposals to support clients in KSA and Middle East.
  • Collaborate with colleagues across Consulum offices on client work and internal initiatives as appropriate.

REQUIREMENTS

  • The following qualification(s) are preferable and beneficial: Formal training or coaching in change management, organisational effectiveness, learning design and leadership models (CIPD, GPHR, SHRM or equivalent).
  • 7 to 10 years of relevant experience in public sector consulting addressing human capital challenges within a consulting environment, ideally with a Big 4 firm, an HR consultancy, a global strategy house, or a demanding in-house role.
  • Experience in Change Management, Performance Management, and Target Operating Models.
  • Exposure to data gathering techniques, analysis, and presenting insights in a clear and effective manner is desirable.
  • Strong passion for capacity building and solving complex people challenges in public sector organizations.
  • Excellent organizational skills with the ability to prioritize workload, remain resilient under pressure, and meet tight deadlines.
  • Proficiency in IT programs including Excel, Word, and PowerPoint.
  • Exceptional communication skills, both verbal and written.
  • Arabic language skills are preferred.
  • Experience working in Saudi Arabia is desirable.
  • Willingness and ability to travel within the Middle East and globally, as project requirements dictate.
