Company Introduction:

We are a leading EPC contracting company in Saudi Arabia, specializing in high voltage (HV) and extra-high voltage (EHV) substations, overhead transmission lines (OHTL), power plants, water treatment plants, water pipelines, and industrial plant projects. As part of our commitment to cost-effective and high-quality project execution, we are seeking an experienced Civil Estimation Engineer to support our civil engineering projects through accurate cost estimation and bid preparation.

Position Overview:

The Civil Estimation Engineer will be responsible for analyzing project requirements, preparing cost estimates, and developing Bills of Quantities (BOQs) for various civil engineering projects, including substations, transmission lines, power plants, and infrastructure works. This role involves working closely with project managers, procurement teams, and subcontractors to ensure competitive and accurate bidding.

Key Responsibilities:

  • Develop detailed cost estimates for civil works, including earthworks, foundations, structural concrete, roads, buildings, and utilities.
  • Prepare Bills of Quantities (BOQs), unit rate analyses, and material take-offs (MTOs) for tendering.
  • Ensure cost estimates align with market rates, project specifications, and local regulations.

Tender Analysis & Proposal Development:

  • Review and analyze tender documents, specifications, and drawings to determine scope and cost implications.
  • Coordinate with engineering teams to identify value engineering opportunities and optimize cost efficiency.
  • Prepare technical and commercial proposals in collaboration with the business development team.
  • Obtain and evaluate quotations from suppliers and subcontractors for materials and services.
  • Negotiate pricing, payment terms, and technical specifications with vendors.
  • Maintain a database of approved local and international suppliers for civil materials and services.

Risk Assessment & Value Engineering:

  • Identify potential cost overruns, risks, and contingencies in civil estimation.
  • Propose cost-effective alternatives for materials, design modifications, and construction methods.
  • Analyze and mitigate financial, environmental, and execution risks.

Compliance & Regulatory Requirements:

  • Ensure cost estimates comply with Saudi Building Codes, SEC (Saudi Electricity Company), ASTM, ACI, and local municipal regulations.
  • Prepare documentation for government approvals, tenders, and compliance reports.
  • Develop and maintain historical cost databases and estimation benchmarks for civil projects.
  • Conduct market research and price analysis for materials, labor, and subcontracted services.
  • Provide cost analysis reports for ongoing and completed projects to improve estimation accuracy.

Documentation & Reporting:

  • Prepare estimation reports, bid summaries, and project cost projections for management review.
  • Ensure proper documentation of tender clarifications, revisions, and approvals.
  • Present findings and recommendations in technical and commercial bid meetings.

Qualifications:

  • Education:
  • Bachelor's degree in Civil Engineering, Construction Management, or a related field.
  • A Master's degree in Construction Cost Management is an advantage.
  • Experience:
  • Minimum 5+ years of experience in civil estimation for EPC, construction, or infrastructure projects.
  • Strong background in substations, power plants, roads, or industrial infrastructure is preferred.
  • Key Skills:
  • Proficiency in AutoCAD, Primavera P6, Revit, CCS Candy, and cost estimation software.
  • Strong knowledge of civil engineering materials, construction methodologies, and market pricing.
  • Excellent analytical, negotiation, and communication skills.
  • Ability to interpret technical drawings, BOQs, and project specifications.

Preferred Certifications:

  • SEC (Saudi Electricity Company) approval or certification is an advantage.
  • Certified Cost Engineer (CCE), PMP, or LEED certification is preferred.
