**Position Summary**:
The project Estimator prepares general and/or discipline estimates for capital cost, operations and maintenance and/or services estimates. Develops basic conceptual estimates. Takes a lead role in estimate reviews and presentations. Provides and supports data and cost analysis. Uses, develops and oversees the maintenance of estimating databases. Provides technical and operational supervision to assigned personnel. Executes simultaneous tasks within broadly defined parameters.

**Job Duties & Responsibilities**:

- Supervise estimating processes for operations and maintenance projects as part of Government Infrastructure projects within the Kingdom of Saudi Arabia.
- Participate in constructability reviews and develop comparative ROM estimates for alternative solutions.
- Review and perform quantity take-offs and participate in quantity reconciliations.
- Potential contribution to maintaining a database of estimate unit rates within discipline: labor, equipment, materials, subs, etc.
- Actively participates in review and development of most cost-effective construction means & methods and project schedule as assigned, along with operations and maintenance works.
- Assist in risk analysis, and contingency analysis.
- Participate in estimate reviews with management and partners; ensure that all estimate data required is provided to Project Estimator for inclusion in review packages.
- Participate in estimate close-out exercises: subcontractor and material comparisons, final cut/add sheet, completion of all pricing forms, revenue curves, etc.
- Work within core knowledge discipline team and entities to improve estimating practices
- Provide analysis of data, rates and buildups as necessary to support O&M activities and also with the entities.

Experience and Skills Requirements:

- Knowledge and experience in the O&M area would be an advantage
- Demonstrated ability to readily analyze estimate data and correlate to other projects and to conceptualize the total project scope.
- Ability to perform productivity analysis of construction operations and verify results by staffing and crew analysis of work operations by craft
- Ability to review proposal provisions related to schedule/cost engineering, material control, and develops supporting data for contract negotiations. Develops bid evaluation cost and schedule criteria and prepares bid evaluations
- Must demonstrate advanced level of expertise in the use of MS Word and MS Excel, typically acquired through multiple years of experience.
- Works with other disciplines and functions to collect all necessary data on scope and quantities to prepare an accurate estimate in specialty discipline areas. Performs analysis on functional input.

**QUALIFICATIONS**:
**Grade 26**
- Bachelor’s Degree in Engineering, Construction Management or related field with nine years of project controls or cost related experience required. In lieu of degree 15 years of project controls experience.
- Nine+ years estimating experience with a major heavy civil and infrastructure; government infrastructure including tunneling projects, roads, ports, rail, medical, housing and education facilities would be an advantage.

**Grade 27**
- Bachelor’s Degree in Engineering, Construction Management or related field with 13-15 years of project controls or cost related experience required. In lieu of degree 19 years of project controls experience.
- Nine+ years estimating experience with a major heavy civil and infrastructure; government infrastructure including tunneling projects, roads, ports, rail, medical, housing and education facilities would be an advantage.
