**POSITION OVERVIEW**

The Senior Estimating Manager is the primary member of the estimating team who has overall responsibility for the creation of budgets and estimates. Senior Estimating Manager is responsible for providing estimating guidance to and ensures proper procedures are followed. The Senior Estimating Manager is responsible for gathering any and all data required in preparing lump sum, unit rate and cost plus detailed estimates. Responsible for conceptual estimating, cost analysis, and estimate coordination. Duties include review of and development of discipline and multidiscipline material takeoffs, evaluation and/or development of construction labour rates and evaluation of subcontract cost estimates and proposals. Perform productivity analysis of cost estimates, prepare contingency, escalation, and reconciliation\'s for estimates; perform comparisons of scope, quantities and cost data between projects; prepare management presentations and develop an estimate basis.

**SPECIFIC RESPONSIBILITIES**

The Senior Estimating Manager will:

- Oversee analysis of past performance on projects and establish estimating standards for all future estimates based on such analysis, and assist in oversight of the historical cost database and bid management and estimating software.
- Prepare conceptual estimate for budgetary purpose.
- Review and evaluate estimate submitted by Design consultants.
- Review and approve payment certificates for Parsons direct hire consultants and submits to Program Controls Manager for approval.
- Review and approve entitlement and estimated order of magnitude to include substantiation of variation notifications and submits to Program Controls Manager for approval.
- Review and approve requirements for Parsons Consultants and prepares Task Orders for approval of the Program Controls Manager.
- Review and approve merit and documentation of consultants variation notification recommendations for approval of the Program Controls Manager.
- Review and approve variation orders for approval of the Program Controls Manager.
- Review project plans and specifications and coordinate with the team to confirm complete scope.
Identify risk issues and their order of magnitude.
- Prepare instructions to bidders, bid form and other bid solicitation information as required.
- Perform and/or manage the quantity survey and pricing effort for internal budgets.
- Review general conditions, schedule, scopes of work, hoisting plans, site logistics and other exhibits as prepared by Operations.
- Build effective relationships with customers, design team, specialty contractors, suppliers, and user groups that reflect and support company core values and meets or exceeds the customer's expectations.
- Perform other related duties as needed

**PREFERRED EDUCATION/EXPERIENCE**
- Bachelor Degree in Engineering, Quantity Surveying or Architecture
- Minimum ten years of demonstrated experience
- Must be proficient in computer software programs used in estimating
- Proven delivery ability to breakdown construction operations into a logical sequence of activities
