Head of IT Packaging, Contracts and Asset Management

The Head of IT Procurement, Contracts and Asset Management is a leader to provide and support the IT Department on their purchasing requirements/budgets, technologies, supply chain, vendors, suppliers, etc.

**What You'll Be Doing**:

- Procurement Packaging:

- Manage and organise the NEOM THE LINE’s IT Annual Procurement Plan and liaise with the NEOM Shared Services Procurement team - CAPEX and OPEX
- Work closely with the IT Budgeting Specialist
- Engage on procurement strategies and tender plans for high profile/critical packages
- Own the procurement process (on behalf of the Key Users) and ensure compliance
- Develop innovative strategies, on agreement with procurement, on how to tackle complex procurement issues
- Ensure procurement process compliance whilst minimizing time until delivery
- Engage from Procurement Request through to Purchase Order.
- Engage with all necessary stakeholders
- Contract Development and Administration:

- Manage contract development to mediate supplier deviations
- Enable swift contract development through innovative techniques.
- Ensure contractual compliance throughout delivery of contracts
- Liaise with NEOM Legal to agree on ways of working
- Asset Management:

- Comply with any NEOM IT Asset Management requirements
- Augment best-in-class standards to Asset Management processes
- Hold record of assets received through to decommissioning
- Ensure IT inventory utilized effectively across programme
- Undertake Audits together with IT Operations team to rationalize inventory and mitigate theft
- Leadership:

- Display strong skills to ensure staff effectiveness and growth
- Balance service continuity with staff wellbeing
- Predict resource demands, grow team and delegate effectively

**What Required Skills You'll Bring**:

- University degree in Information Technology or related field.
- Project management certification is desirable
- Procurement and/or Asset Management certification is desirable
- 10+ years of experience in the IT Procurement, Contract Administration and Asset Management within which leadership roles have been held.
- Working knowledge of procurement rules in Middle-East, KSA preferable.
- Working knowledge of procurement best-practice in developed economies, desirable
- Experience in contract development and administration
- Experience in IT Asset Management
- Experience from procurement strategy through to asset decommissioning is desirable.
- PowerBI, QlikView or Tableu use preferred, development desirable
- SAP ARIBA and S4 Hana experience preferred
- KPis for team performance experience
- Data Modelling & Visualisation is preferred
- Excellent negotiation and stakeholder management skills.
- Passionate about continuous service improvement and delivering results
- Excellent communication skills, interpersonal, customer service and influencing skills
- Excellent analytical and critical thinking skills; demonstrated ability to analyze and solve problems effectively
- Strong attention to detail with exceptional organization skills
