Essential Duties & Responsibilities**:
The Client is embarking upon a significant capital program to create the capital of entertainment, sports, and the arts in Riyadh. The program will be an integrated destinations offering immersive experiences and memorable moments of delight. The program will involve parallel development and execution of a broad range of assets encompassing leisure, sports, cultural, retail, hospitality, religious, residential, transport and infrastructure.

As a member of the Senior Management team, the Director Cross District Services role is considered a key function for providing accountability to develop the Cross District Services strategies and execution plans required for the project. This role will be given the authority to execute approved strategies and plans for the project and prepare and drive the team to meet evolving project’s needs. The role will also provide and seek regular feedback and input from the Senior Management team and Client stakeholders.

The following provides a summary of essential duties and responsibilities applicable to the role:

- Establish a Program management plan that outlines the processes and tools to be utilised to maintain Program uniformity and consistency in executing and monitoring delivery objectives and KPis, various tasks, and to enable proper Project Controls ("Program Management Plan").
- Creation of briefings, presentations, papers, documents, and other forms of communication to inform/update the Client and obtain their approval on development related scope.
- Maintaining databases of critical information and statistics related to the Program.
- Establish an effective, integrated Program controls system within which individual Projects must operate.
- Development and maintenance of policies, plans and procedures for schedule, cost, scope, change management and document control.
- Establish, implement, and maintain an EVMS to monitor and report on progress and performance.
- Develop and implement cost and estimating management standards, procedures, templates, forms, and systems to be used throughout the Program
- Develop and maintain the Integrated Master Programme and Program hierarchy per the Program WBSs. All Project-level data will be collected, rolled-up, summarized, and reported at the Program level through standardized WBSs and CBSs.
- Responsible for establishing a programme and schedule management system for the Program.
- Establish and operate central cost estimating/planning capabilities / function to support the Client's estimating requirements for all Projects within the defined Program.
- Establish standard and appropriate report and dashboard templates to be used across the Program and by the Client's consultants and contractors..
- Publish and communicate a comprehensive integrated standard suite of reports for Program Level, Precinct level and Project Level.
- for establishing and maintaining a suitable information document management system for all Program-related information.
- Develop and implement a permitting and regulatory approvals plan.
- Develop, implement and continually improve a QMS policy, procedures, processes, guidelines, templates and contractual quality requirements in accordance with ISO 9001.
- Oversee the contractors' provision of acceptable and reliable programmes in the required format with information that can be used in decision making for reporting at Project levels and upwards.
