About this role

BlackRock operates a global Finance model. Functional teams ensure the integrity of the ledger and legal entity controllers are responsible for the preparation of entities’ statutory and regulatory reporting. The Finance and Operations Officer will have responsibility for the oversight of financial reporting and control in respect of BSA, including:

- Ensuring that (i) a service level agreement is in place between BSA and the other BlackRock entities providing support in respect of finance activity and (ii) regular service review meetings are held and documented.
- Supporting preparation and delivery of the BSA business plan.
- Ensuring accurate books and records are maintained for the entity and meet local requirements.
- Ensuring appropriate controls are in place to support accurate and timely financial reporting and analysis.
- Liaising with FPR and other Finance teams as appropriate in order to ensure that suitable management information is provided to entity and Group senior management to support short
- and long-term decision-making.
- Submitting monthly and annual reporting to local regulators, ensuring that all regulatory and statutory reporting obligations in respect of the entity are met.
- Ensuring that procedures are in place to monitor the ongoing sufficiency of capital and liquidity resources of the entity, in line with internal and external requirements and projected operational requirements.
- Ownership, with FPR, of the relationship with BSA’s external auditors based in Saudi Arabia to ensure timely submission of all books and records required in support of the annual statutory audit and ensuring all external audit queries are addressed in a timely manner to support the satisfactory conclusion of the audit.
- Ensuring that accurate translation of reporting into Arabic/English is made as appropriate.
- Reviewing and approving tax filings.
- Engagement with the CMA, the Ministry of Commerce, the General Authority of Zakat and Tax (‘GAZT’) and other Authorities as required in respect of finance and tax matters.
- Input to and, where required, management of entity-specific projects /initiatives.
- Ensuring existence and maintenance of, and adherence to, relevant finance policies and procedures.
- Ensuring that a framework is in place to identify and assess (proposed) changes to financial/capital regulation and legislation in order to ensure the entity remains compliant.
- Ensuring that the BSA Audit Committee and Board meeting agendas include relevant financial matters and that appropriate information is presented to support agenda items.
- Ownership with Saudi Client Business on client onboarding and KYC management.
- Support BSA management in operationalizing growth plans and business strategy for BlackRock in Saudi Arabia.
- Produce and monitor annual budget, performance, and revenue reporting in collaboration with the Finance function.
- Manage and monitor monthly financial management information.
- Manage the process around flow forecasting and client pipeline management.

Person specification
- Essential:

- BSA Finance and Operations Officer must be resident in the Kingdom of Saudi Arabia.
- The Capital Markets Qualification Examination ‘CME-1’ qualification (The General Securities Qualification Certificate).
- 3 - 5 years’ experience at a similar level (Vice President or equivalent) within a Finance function.
- Willingness to contribute to wider finance and entity-specific projects and initiatives as required.
- Strong stakeholder management skills, with excellent written and verbal skills.
- Good presentation skills, with experience of presenting to senior stakeholders.
- Highly organized, and comfortable managing multiple priorities for different stakeholders across the business.
- Ability to work collaboratively with other teams and functions.
- Desirable:

- Accounting or other relevant qualification.
- Experience of working for a firm authorised by the CMA.
- Experience of engaging with the CMA, the Ministry of Commerce, the GAZT and/or other Authorities based in the Kingdom of Saudi Arabia.
- Experience of performing a CMA Registered Persons role.
- Experience of working within a global operating model.
