**JOB DESCRIPTION**

**Education Degree**:
- Bachelor’s Degree in Business, Engineering, Quality Management or related field
- Master’s degree in Business, Engineering, Quality Management or related field (preferred)
**Technical knowledge**:
- Understanding Of International Codes And References
- Comprehensive knowledge of construction project Quality Management, Project Inspection, Commissioning and Testing.
- Very good knowledge of QMS - ISO 9001 Knowledge of manufacturing regulation and requirements in KSA.
**Experience**:
- 16+ years of proven experience in quality assurance & quality control or related area.
- 8+ years in management position in a large company / organization.
- Experience in establishing and putting into practice Quality Management Systems for large engineering-based organisations.
- Experience in KSA/GCC market is a plus
**Primary Functions**:
- Quality Program Senior Manager is deputy to the Company’s Representative for the Project and in his or her absence shall assume the role of Quality Program Director.
- Mentor, Manage, lead and coordinate the Quality Managers for Management Systems, Continuous Improvement, IT Systems and Certifications.
- Fore fronting entire gamut of Quality Assurance and Quality Control Activities with due establishment of the Quality Management System for the entire project.
- He or she shall be the deputy to the Head of Client’s Quality Department and assist in the management of the Function Quality Program Director shall manage initiating and setting goals for programs according to the strategic objectives of Client.
- Plan the programs from start to completion involving deadlines, milestones and processes
- Devise evaluation strategies to monitor performance and determine the need for improvements.
- Create and nurture effective communication within the organization.
- Build a strong team through open communication and by collaborating on decision making responsibilities.
- Initiate and set goals for programs based on the organization's strategic objectives.
- Plan programs from start to finish, including identifying processes, deadlines and milestones.
- Develop and approve operations.
- Supervise all program and project managers involved to provide feedback and resolve complex problems.
- Discover ways to enhance efficiency and productivity of procedures and people
- Read reports prepared by managers to determine progress and issues
- Ensure program operations and activities adhere to legal guidelines and internal policies.
- Development and maintenance of the Project Execution Plan and Program Procedures Manual
- Development and maintenance of the Program Coordination Procedures Manual and Program Bulletins for implementation across all Packages and all locations.
- Keep senior management informed with detailed and accurate reports or presentations.
- Thorough understanding of project/program management techniques and methods
- Excellent Knowledge of performance evaluation techniques and key metrics
- Outstanding knowledge of data analysis, reporting and budgeting
- A business acumen with a strategic ability
- Excellent organizational and leadership skills
- An analytical mindset with great problem-solving abilities.
- Ensure Turnover Packs are set up and maintained for Construction Quality records to support the timely handover of systems and the Commissioning and Qualification requirements of the project.
- Failure investigation for Quality issues encountered at site.
- Lead the Construction Lean Initiative for the Quality function.
- Construction Quality Dashboard Reporting
- Promote Quality achievement and a culture of Quality throughout the organization.
- Perform root cause analysis and resolve problems
**Technical Expertise**:
- Best knowledge of technical and IT innovation in the field of Quality Control
- Knowledge of standards and project design and construction requirements in area of his or her specialty.
- Knowledge of QA/QC standards.
- Knowledge of design and construction regulation and requirements in KSA.
