**Job Description and Qualifications**
- The incumbent is accountable for the overall execution of the NEOM HELIOS “Marine Facilities” project. This project is defined as the EPC-Delivery of Marine Facilities (Jetty) and Interconnecting Piping, and Sea Water Intake Outfall for the NEOM Helios Green Fuels Project.
- This project is part of the largest and most complex capital project for Air Products. It will be the first industrial-scale mega project providing a green energy carrier around the world to contribute to the decarbonization of the industry. The high criticality of the project is derived from the complexity of an export terminal project, and the strategic element as critical infrastructure to the NEOM Helios project. Accountability includes strategic and tactical matters associated with project execution and commences during the project development phase and continues through start-up and commissioning.
- The incumbent must possess expert-level project management skills and knowledge, along with excellent communication and influencing skills. The role requires significant interaction within the APs EPCs organization for the project HELIOS to ensure effective coordination across all involved to ensure delivery on project commitments. The incumbent also interfaces extensively with external and internal parties on engineering and technical matters and shall assume the responsibility of the Representative of Air Products for the managed contracts with the Marine EPC contractor. The project is executed utilizing global capabilities, necessitating a robust cross-cultural competency.

- During project development, align strategies for execution, procurement, construction, and start-up with the overall strategy of NEOM Helios. The project scope includes engineering, design, procurement, construction, plant commissioning and start-up, etc.
- Oversight and direction of all project execution activities, including overall cost, schedule, quality, and plant performance associated with the project assigned.
- Overall management of all aspects of the project performed by Air Products, including work done within Global Engineering and Manufacturing and Procurement.
- Perform Hold Point Checks (determine measures to be taken against risks, HSE requirements and savings potential) and Design and HSE Reviews and check and release essential documents for the next project phase (phase achievement).
- Develop and lead a high-performing project team that includes the core Air Products’ project members, other Air Products functions, external partners, vendors, equipment vendors, and possibly, customer representatives. Motivate the team members involved in the project to complete performance.
- Accountability for review of unique execution strategies and decision-making processes to address these situations. Lead the internal and/or external problem-solving necessary to arrive at appropriate decisions.
- Monitor engineering, HSE, Quality, and project progress, paying attention to the coordination of expense and effort,
- Maintain a safe work environment and support corporate and organizational safety goals in the office, with suppliers, and at fabrication and field sites.
- Ensure Risk Management procedures are followed, and any issues addressed/resolved.
- Compile project reports and the final project report.

JOB LOCATION AND TIMELINE

The Air Products Project Management Team on NEOM, being the NEOM Executive Project Director, the NEOM EPC Project Director, and the assigned Project Managers including the Project Manager for the Marine Facilities, Engineering Managers, Procurement Managers and Construction Managers for scope elements and subprojects shall cover the full project range and ensure presence in all locations. The planning for this coverage is preliminary and shall be adjusted during the development of the project. In particular, the timing of the phases is not sharp, is overlapping, and will change. This situation will require certain flexibility of the incumbent regarding the location of work.
