The British Embassy Riyadh has a vacancy for Programme Manager for the Gulf Strategy Fund. This is to cover a period of maternity leave for six (6) months, which may be extended depending on when the current jobholder returns from maternity leave.
- About the Gulf Strategy Fund (GSF)_

The Gulf Strategy Fund (GSF) is a UK Foreign, Commonwealth and Development Office (FCDO) fund, which sits within the FCDO’s International Programme. Through funding the delivery of strategic projects, it supports Saudi Arabia’s ambitious Vision 2030 agenda for economic diversification, modernisation and climate action, whilst also enhancing mutual prosperity by promoting inward investment and creating commercial opportunities for the UK.

GSF programming has been key to enhancing bilateral networks and collaboration between Saudi Arabia and the UK across areas of mutual priority, including culture, sport, healthcare, education, financial services, technology, climate resilience and aid.
- About the role_

The Programme Manager will have responsibility for deploying a £2.3m/year Gulf Strategy Fund (GSF) budget to further UK objectives in Saudi Arabia. The jobholder will ensure the Fund is managed in line with best practice and achieves value for money. Projects are implemented directly by the British Government or by other organisations, such as universities. The projects are diverse and aim to tackle climate change and support the development of renewable energy, increase UK-Saudi trade and enable sporting and cultural exchanges.

**Duties and responsibilities**:
The jobholder is responsible for ensuring the Fund is fully spent in a way that furthers UK objectives and represents value for money. This involves:

- Designing and leading a process to enable the Gulf Strategy Fund Board, headed by the Deputy British Ambassador, to take timely decisions about the deployment of programme funds, including on the reallocation of any underspent funds.
- Preparing for Gulf Strategy Fund meetings. This means presenting timely, accurate data and recommendations clearly.
- Identifying and exploiting opportunities for the Gulf Strategy Fund to have impact. This necessitates a sound understanding of UK government objectives and imagination in conceptualising ways to achieve them through the innovative use of programme funds.
- Building relationships with project implementers and supporting them in meeting programme requirements, e.g., submission of quarterly reports and budgets.
- Managing, motivating and developing the Gulf Strategy Fund project manager. Partnering them in ensuring full compliance with technical and audit requirements.

The jobholder will also line manage one (1) Programme Officer.

The above list is not exhaustive and the jobholder will be required to be flexible as specific responsibilities could change in the future, and this would be at the discretion of the Line Manager and Senior Management. The jobholder may also take on other ad hoc tasks as required, including participating in the Embassy’s emergency planning and any other response to a crisis affecting UK citizens.

- Experience of programme/ project management, delivery and evaluation, including budget management.
- Ability to drive delivery of outcomes and overcome obstacles, especially when working with and through others.
- Strong ability to build positive and collaborative working relationships with partners across the FCDO and external stakeholders, and work effectively as part of a team.
- Experience of working in an international organisation and managing small teams.
- Excellent interpersonal and communication skills, with a strong customer focus. Ability to maintain a range of contacts and build effective working relationships.
- Flexible, resilient, decisive, and calm under pressure. Proven track record of delivering results to a high standard to tight deadlines.
- Excellent organisational ability. Proven ability to manage, plan, and prioritise tasks and workload. Proactive approach to problem solving.
