**Position Summary**

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logístical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

**Major Responsibilities**:

- Prepares detailed schedules, cash flows, trend forecasts, contract & budget forecasts, & percent complete calculations.
- Construct dashboards, report templates, and generate reports on a regular basis.
- Familiar with technical services contracts and budget allocation.
- Prepares and reviews engineering progress and performance reports (EPPR).
- Prepares and tracks expenditure reports.
- Develops and prepares Key Performance Indexes (KPI).
- Prepares and distributes regular reports and dashboards on a regular basis as per the project needs.
- Monitors contractor performance, manpower, cash flow and interfaces.
- Assist/organize the Engineering Work Plan for the current/following year (e.g. from the approved Work Plan plus previously approved, detail contracts, durations, and cash flows by task/contract).
- Any other tasks required by the Engineering department related to project controls.

**Skills and Qualifications**:
**Essential Technical**:

- College/University Degree required in any Engineering discipline plus 7 years of relevant experience **or** 15 years of working experience of which 10 years must be experience relevant to Engineering Department monitoring and reporting.
- Knowledge of planning practices and procedures.
- Intermediate working knowledge of Primavera P6 to plan, organize, review and develop EPC schedules.
- Advanced knowledge of Access to construct and manage data bases.
- Ability to construct reports templates, dash boards, and to automate reports generation process.
- Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.

**Essential Behavioral**:

- Skilled in oral and written communication.
- Ability and willingness to work with multicultural team

**Preferred Technical**:

- Prior experience working as client representation or in PM/CM role preferred.
- Statistical knowledge in the areas of sampling, distributions, probability, and hypothesis testing for metrics.
- Proficient in CPM scheduling, resource loading and leveling.

**Preferred Behavioral**:

- Prior experience overseeing multiple contractor planning engineers is preferred.
- Prior Middle-East work experience preferred.
