Job Title: Senior Cost Control Specialist

Parsons Oman is seeking a highly skilled Senior Cost Control Specialist to join our team. In this role, you will be responsible for developing, implementing, and maintaining cost control and planning functions on large-scale projects.

Key Responsibilities:
  1. Establish Baseline Budget: Set up a comprehensive baseline budget with accurate WBS interfacing with various disciplines and in coordination with the Project Manager and Scheduler.
  2. Cost Analysis and Reporting: Analyze, evaluate, forecast, and report cost status against the established baseline in collaboration with the planning team.
  3. Cost Tracking and Reporting: Prepare and update various weekly and monthly cost tracking reports.
  4. Resource and Cost Projections: Establish resource, revenue, and cost projections for projects in coordination with project teams.
  5. Variance Analysis: Perform variance analysis against the baseline projections and initiate/recommend corrective actions.
  6. Historical Data Analysis: Utilize historical data and trends for use in maintaining a realistic basis for future planning and forecasting.
  7. Project Progress Monitoring: Monitor and track project progress and perform Earned Value Analysis.
  8. Monthly and Quarterly Reviews: Participate in the monthly & quarterly reviews and support the project team to explain the variances and justifications.
  9. Guidance and Direction: Provide guidance, direction, and specialized assistance for the resolution of difficult and complex cost control problems.
  10. Business Plan Review: Support the Project Director in reviewing and finalizing the business plan.
  11. Performance Reviews: Complete performance reviews for direct reports and provide personnel development.
  12. Project Control Systems: Customize project control systems to meet specific project requirements.
  13. Client Interface: May interface with clients, attend regular meetings, and provide statistical reports.
  14. Departmental Coordination: Coordinating with other Departments to ensure that all costs are properly charged on jobs and project cost control person has full visibility.
Requirements:
  1. Education: Bachelor's degree in accounting/finance or related field from an accredited university/institution is required.
  2. Experience: 10+ years of related work experience in budgeting, forecasting, and financial reporting of mega engineering construction or entertainment construction project is required.
  3. Communication Skills: Excellent written and oral communications skills in English is required.
  4. Technical Skills: Proficient PC skills in MS Office (Advance Excel skills) & Power BI is required.
  5. Leadership Skills: Proven ability and leadership skills to perform in a management capacity.
