Job Summary:

The Islamic Development Bank is seeking a highly skilled and experienced Senior Procurement Governance and Compliance Specialist to join its team. The successful candidate will be responsible for developing and implementing institutional mechanisms for enhancing the governance, transparency, and management of the procurement process.

Key Responsibilities:
  1. Strategic Planning: Contribute to the formulation and implementation of the Procurement Governance and Compliance strategy and plans in line with the Bank's fiduciary roles and responsibilities.
  2. Procurement Governance: Develop institutional mechanisms and processes for improving procurement governance and complaint handling.
  3. Operational Management: Enhance the performance of the Governance and Compliance cluster and ensure effective implementation of various programs and initiatives.
  4. Complaint Handling: Review and contribute to handling all procurement-related complaints and address these complaints according to the Bank's complaint handling mechanism.
  5. Sanctions Enforcement: Lead the process for enforcing the sanction administrative process of the Bank, ensuring that sanctions are imposed on entities found to have participated in coercive, collusive, corrupt, fraudulent, or obstructive practices.
  6. Procurement Compliance: Oversee project procurement compliance and quality aspects on matters related to procurement process and clearance provided on the Bank's financing provided to beneficiaries.
  7. Digital Governance: Contribute to the development and implementation of the Bank's digital governance agenda, including the governance of e-procurement initiatives.
  8. Knowledge Generation: Undertake analytical work on review of governance of procurement aspects and compliance with policies, procedures, and procurement process.
  9. Training and Capacity Building: Design and present training sessions, materials, and tools & templates to enhance the complaint handling process and create better awareness about the Bank's complaint handling mechanisms.
Requirements:

The ideal candidate will have a Bachelor's degree in economics, engineering, law, procurement, or a related field and a minimum of 8 years of experience in related field within similar institutions (MDBs) with at least 3 years hands-on experience in project procurement, governance, and complaint handling in implementation and 2 years' experience in the development of procurement procedures based on best practices.

Skills and Knowledge:

The successful candidate will be well-versed with the project procurement process of MDBs and have excellent analytical, communication, and project management skills.
