Key Responsibilities:

  1. Lead the project start-up process, implementing procurement, commercial, and contractual procedures and protocols.
  2. Collaborate with the project team, client, consultants, contractors, and other stakeholders to ensure financial and contractual matters are addressed.
  3. Prepare, review, and update client budgets and estimates for consultant services and/or construction works.
  4. Procure consultants, contractors, suppliers, and other service providers, including pre-qualification, tender analysis, and tender reports.
  5. Develop and review tender and contract documentation in coordination with the project team.
  6. Review warranties, bonds, insurances, guarantees, and other contractual obligations to ensure compliance.
  7. Administer and monitor new and ongoing contracts for consultants and contractors, providing advice to the project team.
  8. Prepare correspondence and maintain records and logs for variations, claims, and other contractual matters.
  9. Review contractual notices of claims and provide contractual advice to the project delivery teams.
  10. Review and evaluate variations, new rates, and other contractual changes submitted by consultants and contractors.
  11. Assist in the review of consultants and contractors claims in accordance with the contract provisions and ensure the client's interests are protected.
  12. Facilitate contract close-out procedures to ensure all terms and conditions are met prior to final payment.
  13. Prepare cost and monthly progress reports as required by the client.
  14. Attend commercial meetings, design meetings, progress meetings, and other relevant sessions as required.

Requirements:

  1. Bachelor's degree in Quantity Surveying, Commercial Management, Engineering, or a related field.
  2. Professional membership, such as RICS, is an advantage.
  3. 10+ years of post-graduate experience and a minimum of 3+ years in the Middle East in quantity surveying and contracts administration/management on infrastructure and building projects.
  4. Experience in quantity surveying, contract administration, project management, and construction supervision services.
  5. Excellent written and verbal communication skills.
  6. Working knowledge of software associated with quantity surveying and contract administration.
