Senior Commercial Manager

Parsons are looking for a highly skilled and motivated Senior Commercial Manager who will oversee all commercial activities for the project / package. The role requires the holder to work as an integrated member of various key project teams, providing professional commercial support (encompassing financial management, commercial management, and contract admin support).
ROLE & RESPONSIBILITIES:
- Interaction with the project team, client, consultants, contractors, etc. as required, in respect of financial and contractual matters.
- Prepare, review, update and advise on client budgets and estimates for consultant services and/or construction works.
- Review all warranties, bonds, insurances, guarantees, etc. for compliance with the relevant terms and conditions of the contract, are maintained and updated.
- Administration and/or monitoring of new and on-going contracts for contractors and providing advice to the project team.
- Prepare correspondence and maintain records and logs for variations, claims, etc. necessary to ensure the effective administration of all financial and contractual matters.
- Review of contractual notices of all types of claims and providing contractual advice to the project delivery teams.
- Review and/or evaluate variations, new rates, etc. submitted by contractors, prepare change requests, prepare instructions and variation orders.
- Assist in the review of contractors claims in accordance with the provisions of the contract and ensures the client’s interests are protected.
- Facilitate the contract close-out procedures to ensure that all terms and conditions of contracts have been complied with prior to final payment to contractor/consultant.
- Assist in the preparation of monthly cost/commercial progress and any ad-hoc reports as required by the client.
- Attend and/or chair commercial meetings and attend change meetings, progress meetings, workshops, etc. as required.
- Maintain Advance Warning, RFC and VO Logs, produce estimates of cost impact in terms of time related and measured works.
- Prepare and maintain monthly cashflow for consolidation into the overall cashflow report,
- Ensure all steps of the change management process are managed in accordance with the requirements of the relevant contracts, paying attention to times allowed for notifications and responses, so that client is not exposed to claims due to failure to follow process,
- Prepare and issue Engineer’s Instructions to the Contractor,
- Any other duties assigned by the commercial director.
QUALIFICATIONS AND REQUIREMENTS:
- Bachelor's degree in Quantity Surveying, Commercial Management, Engineering, or related field.
- Professional Membership such as RICS, CIArb, CIOB.
- Minimum of 15+ years’ experience required in contracts administration and commercial management on infrastructure projects.
- Experience in quantity surveying, contract administration, and commercial management services with one of the top-tier consulting firms in the Middle East.
- Excellent written and verbal communication skills.
- Excellent written contractual correspondence and verbal communication skills in English.
- Working knowledge of software typically associated with quantity surveying and contract administration.
