- V-44**Basic Functions**
- Under the direction of the Director - FAD, sets up cost control system, monitors and controls costs and schedules on contracts requiring validated cost schedule control system. Performs analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines. Prepares budgets and schedules for contract work and performs and/or assists in financial analyses such as funding profiles, sales outlook, and variance analysis. Performs schedule risk assessments to identify and mitigate program cost and scheduling risks. Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government. Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines.**Major Duties and Responsibilities**

Duties/responsibilities:
1. Develops advanced concepts, techniques, and standards germane to the Finance and Accounting Department.

3. Develops solutions to problems of unusual complexity which require a high degree of ingenuity, creativity, and innovativeness. Challenges are frequently unique and solutions may serve as precedent for future decisions.

4. Decisions affect the financial, employee, or public relations posture of the organization. Erroneous decisions or recommendations would normally result in failure to achieve goals critical to the major objectives of the organization.

5. Serves as prime consultant and external spokesperson for the organization on highly significant matters relating to policies, programs, capabilities, and long-range goals and objectives.

6. Price and analyze prime contract proposal(s). Price subsequent contract modification proposals.

7. Prepares semi-monthly public vouchers for submission to the U.S. Government.

8. Coordinates and liaises with DCAA/DCMA auditors, OPM Price Cost Analyst and external auditors.

9. Coordinates with NG Corporate Finance to ensure all analysis and reporting requirements are met.

10. Updates prime contract funding authorization documentation (including contract modifications).

11. Prepares all Contract Data Requirements List (CDRL) reports related to finance.

12. Completes additional analyses as directed by the Director-FAD.

13. Conducts internal reviews/audits as directed by the Director-FAD.

Independence:
Works under consultative direction of Director FAD toward long-range goals and objectives. Assignments are often self-initiated with considerable latitude for independent judgment. Virtually self-supervisory.

Supervisory Responsibilities:
Acts as the Director of Finance and Accounting in FAD Director’s absence.

**Minimum Qualifications**

A. Education Level:
Baccalaureate Degree in Accounting and/or Business administration; A Masters in Business Administration and a CPA qualification are highly desirable.

B. Experience:
15+ Years with Bachelors; 13+ Years with Masters. It is desirable for experience to include: minimum 2 years DoD FAR cost accounting.

C. Specific knowledge, skill, and ability requirements:
Thorough knowledge of financial modeling using Excel software, GAAP and cost accounting principles and techniques. Expert with computer spreadsheet programs (excel); knowledge of supervisory techniques and procedures; Excellent communications skills - written and oral.
