**Description**

**HSSE aspects of Co’s business strategy and objectives**
- Contribute to the definition of the Group strategy by providing the key HSSE-related inputs
- Set the objectives for the HSSE enabling function according to the Group’s strategic plan (medium-term plan) for approval by the MC
- Elaborate the annual budget for the HSSE enabling function (capex / opex / KPIs) and monitor the performance of the function for approval by the MC

**Organization of the HSSE function and its resources**
- Define the HSSE organization at corporate and Region level, and oversee the HSSE organization and PC and O&M Company level
- Determine the required profiles, staffing, JDs and KPIs for HSSE at corporate and Region level, and oversee the same at PC and O&M Company level, with due attention to local employment (Saudization, etc.)
- Allocate resources to HSSE initiatives at corporate and Region level
- Define the governance bodies (roles, responsibilities, membership, etc.) for HSSE matters at corporate, BU and Region level

**Group policies related to HSSE**
- Define Group-wide “rules” (policies, standards, methods, procedures and systems) related to HSSE management, crisis management, emergency response and business continuity, and oversee the translation of those in policies at BU and Region level
- Ensure the roll-out Group-wide “rules” related to HSSE
- Monitor and ensure compliance with Group-wide “rules” related to HSSE

**Group-wide HSSE culture**
- Initiate people-related initiatives (training, awareness, staff selection, performance management) to ensure a culture, attitudes and on-the-job behavior focused on pro-active improvement and perfection (zero-harm) at corporate level, and oversee such initiatives at BU and Region level
- Undertake initiatives in support of learning and sharing about HSSE at corporate level, and oversee such initiatives at BU and Region level
- Conduct a “HSSE watch” of regulations, standards and best practices

**HSSE support to bids, contracts and PCs**
- Ensure that support is given to BD when including the section on HSSE requirements in EPC contracts and OTS
- Stay informed about HSSE decisions taken at Region and PC level regarding the fulfilment of new government regulations in projects, the hiring of third-party consultants or inspectors, and the nominating of key HSSE staff on construction sites
- Ensure with the Regional Heads of HSSE that the PCs get all necessary support during the construction phase and the handover to O&M

**HSSE risk management and audits**
- Ensure, together with the Regional Heads of HSSE, the organization of cross-HSSE audits and the provision of technical safety guidance/support
- Oversee the establishment of an early HSSE warning system to mobilize support from other functions in case of need
- Obtain, maintain and track HSSE certification at corporate level
- Ensure oversight on security for KSA, and oversee such oversight in Regions outside KSA

**HSSE incidents management and HSSE performance reporting**
- Define and introduce leading and lagging HSSE KPIs
- Ensure the analysis and follow-up of incidents, near misses and audit findings at corporate and Region level
- Monitor and report regularly on HSSE performance in all activities to the MC and Board, and oversee the reporting at local and Region level

**HSSE management information systems**
- Ensure the introduction and adoption of HSSE information systems and tools

5. COMMUNICATION & WORKING RELATIONSHIPS:
**Internal**:
Management Committee, BU Heads, Safety Executive Committee.

**External**:
Any third-party related vendor/consultant, contractors and sub-contractors.

6. QUALIFICATIONS, EXPERIENCE, & SKILLS:
**Minimum Qualifications**:

- Bachelor’s Degree in Engineering (mechanical, Chemical, Electrical etc.)
- NEBOSH Qualification is a must.

**Minimum Experience**:

- A minimum of 20 years of experience in the safety field of which a minimum of 10 years leading HSSE department in a large infrastructure companies.
- Industry experience in Power, Oil, Energy is preferred.
- Has to have experience in leading and delivering on turnarounds of HSSE functions
- Worked with ensuring implementation of safety culture at contractors and sub-contractors including Chinese contractors
