This position is the HIDC Site Material Engineer which is executed by HIDC Project Execution Team. The incumbent is accountable for the management of all site material receiving, storage, issuing, preservation, and handover spare parts to the owner. This role will lead a material group from general contractor and be responsible for all materials and tools for HIDC Project.**III, NATURE AND SCOPE**

The incumbent is expected to be expert on material management, ensure material preservation and the safety of site storage facility, provide excellent material management to support site construction and project execution.**IV. DIMENSIONS**:

**V. PRINCIPAL ACCOUNTABILITIES**

This position is accountable for the following end results:
- Overall responsible for site material and tools receiving, storage, issuing, preservation, calibration, and spare parts handover.
- Manage a material team which is provided by general contractor. Make sure this team fulfill their responsibility and complete the task assigned to them in a safe manner which should comply with Air Products safety procedures and specifications.
- Responsible for safety of site warehouse facility and laydown area. Including but not limited to security, environment, hazard material/waste etc.
- Planning and arrangement of material and warehouse storage area.
- Responsible to tracking PO status, notice general contractor unload material/equipment in advance, supervise general contractor unload/storage material in correct ways.
- Responsible to organize site discipline Engineer and general contractor to open material/equipment box for inspection, accounting, record the MRR report, issue OSD Report if find any overage, shortage, damage, issue NCR if any material deviation, amiss, missing QA documents etc.
- File up the material/equipment original certificate, operating manuals, drawings, material safety data sheet etc. shipped along with the received package.
- Responsible to inventory material warehouse periodically, update the material list timely.
- Responsible to inspect material status managing by general contractor, instruct general contractor take correct way to preserve AP materials, and report to site manager for this status.
- Responsible to communicate with Procurement Manager, know well about material and equipment PO status, get latest PO timely.
- Responsible to evaluate stock level and report to project manager if any supplement required.
- Draft and release material weekly report timely and appropriately.
- Establish and maintain effective communications & coordination with Project/Procurement/Construction/ QAQC/HSE/Schedule department, make sure material supplied in time, good quality and sufficient.
- Draft overage shortage & damage report and follow up status until close out.
- Attend meeting related to site material management as per Site Manager’s request.
- Evaluate general contractor’s performance at completion stage.
- Record and report any lesson learn in material management and share the lessons with whole department for better improvement.

**V. MINIMUM REQUIREMENTS AND QUALIFICATIONS**
- Incumbent is expected to have bachelor’s degree or higher. Further Material Management education would be beneficial
- Incumbent is expected to have 15+ years’ work experience in a similar work environment, i.e., material management in Hydrogen/HyCO/ large ASU/electronic gasses/LNG/Coal Gasification/chemical/petrochemical industries project; 5 years working experience with Air products is preferred.
- Good track record as project material management in leading and managing all aspects of Hydrogen/HyCO/ large ASU/electronic gasses/LNG/Coal Gasification/chemical/petrochemical industries project
- Incumbent should have demonstrated skills in strategic thinking, resource planning and development.
- Incumbent is expected to have certain working knowledge of Air Products material management standard, specifications, and procedures, as well as a comprehensive understanding of Air Products safety procedures.
- Strong influencing skills are required to effectively manage site staffs. A proven ability to clearly communicate material issues with partners, as well as strong ability to handle multiple demands and commitments is essential to successfully fulfill this role
- Excellent command of oral and written English/Chinese
- Willingness to travel and be based in remote location in China and Saudi and/or other countries.
- Overseas experience is a must
