Parsons is looking for an amazingly talented **Project Development Manager. **This plays a crucial role in taking projects from the feasibility stage to the concept design stage. This role involves overseeing all aspects of project development, including scope definition, schedule and budget management, land allocation, right-of-way (ROW) considerations, permit acquisition, stakeholder analysis, and regulatory compliance. The Project Development Manager will work with a multidisciplinary team to ensure the successful initiation and planning of projects, setting the foundation for their subsequent execution.
**What You'll Be Doing**:
- Feasibility Assessment: Conduct feasibility studies to evaluate the viability and potential risks of proposed projects. Analyze technical, financial, and environmental factors to determine project feasibility, considering market demand, cost estimates, resource availability, and other relevant Scope, Schedule, and Budget Management: Define project scope and objectives, developing comprehensive project plans that outline key deliverables, milestones, and timelines. Monitor and control project schedules and budgets, ensuring adherence to established parameters and proactively addressing any deviations.
- Land Allocation and Right-of-Way (ROW): Identify suitable land parcels for project development, considering factors such as accessibility, zoning regulations, environmental impact, and land acquisition feasibility. Coordinate with relevant stakeholders, including landowners, government agencies, and legal teams, to secure necessary land allocations and negotiate ROW agreements.
- Permit Acquisition and Regulatory Compliance: Identify and address all necessary permits, licenses, and regulatory requirements for project development. Liaise with regulatory authorities and obtain necessary approvals, ensuring compliance with applicable laws, regulations, and environmental standards.
- Stakeholder Analysis and Engagement: Conduct stakeholder analyses to identify and assess project impacts, interests, and potential conflicts. Develop stakeholder engagement strategies and communication plans to foster positive relationships and manage expectations. Collaborate with stakeholders, including community groups, government agencies, and NGOs, to address concerns, gather feedback, and ensure project alignment with community needs and aspirations.
- Risk Assessment and Mitigation: Identify potential risks and uncertainties associated with project development and proactively develop risk management plans. Conduct risk assessments and implement mitigation measures to minimize project risks, enhance safety, and protect project interests.
- Concept Design: Collaborate with architects, engineers, and design teams to develop concept designs that align with project requirements, stakeholder expectations, and regulatory guidelines. Review design proposals, provide input and guidance, and ensure design feasibility and compliance with project objectives.
- Budgetary Planning and Financial Analysis: Collaborate with finance and accounting teams to develop project budgets, cost estimates, and financial forecasts. Conduct financial analysis to assess project profitability, return on investment, and funding options. Prepare business cases and presentations to secure necessary funding and approvals.
- Project Team Leadership: Lead and manage a multidisciplinary project development team, ensuring effective collaboration and coordination. Delegate responsibilities, provide guidance, and foster a positive work environment that encourages innovation, teamwork, and professional growth.
**What Required Skills You'll Bring**:
- Bachelor's degree in engineering, architecture, urban planning, or a related field. A master's degree is preferred.
- Proven experience in project development, from feasibility assessment to concept design, preferably in a related industry or sector.
- Strong knowledge of project management methodologies, processes, and tools.
- Familiarity with land acquisition processes, ROW considerations, and regulatory compliance requirements.
- Excellent understanding of financial analysis, budgeting, and business case development.
- Strong analytical and problem-solving skills, with the ability to make informed decisions based on data and stakeholder input.
- Exceptional communication and negotiation skills, with the ability to engage and influence stakeholders at all levels.
- Ability to manage multiple projects simultaneously, prioritize tasks, and meet deadlines.
- Leadership skills and the ability to inspire and motivate cross-functional teams.
- Proficiency in project management software and tools.
