The Job Opportunity

Serco Saudi Arabia (SSA) will be acting as a managing agent that is responsible for a project that will act and serve as a luxurious tourist destination. SSA’s role as a managing agent and master operator will be to manage the service operators of the following transport modes:

- Air (Private Planes & Helicopter, etc.)
- Sea (Marine fleet & water taxis, sea freight etc.)
- Land - Road (cycle, cars, buggy, buses etc.)
- Land
- Logistics (vans, staff buses etc.)

Key accountabilities
Support other Head of respective departments as the Mobility Operator Director in the implementation of the new O&M standards and collect and share best enablement best practice in order to effectively manage the service operators for each respective transport mode in order to conform to their KPIs and contractual obligations.

**Optimise the enablement process**:
Contribute to the overall enablement strategy and derive engagement tactics for your individual entity target(s).
Initiate the Entity engagement process and evolve to contractual stage.
Assign and lead Serco O&M SME’s in the ‘as-is’ assessment of the contract’s O&M capabilities, and design an organizational, process and system target operating model in line with O&M standards.
Ensure the preparation of the operating procedures and lead the procurement of resources and/or systems that transform the contract’s O&M knowledge capability into a functioning O&M Management Office (OMMO) that will manage, oversee and coordinate service operators for each transport mode.
Continuously provide Entity OMMO’s with guidance and technical expertise to effectively manage the service operator’s O&M deliverables and obligations.
Develop the communication, change management and training programmes that facilitate ongoing implementation success.
To deputize The Mobility Operator Director when required.
To liaise with both internal and external stakeholders to effectively manage Serco’s O&M department and service operators
Support the Mobility Operator Director in the performance oversight and project management of Service Operators that are assigned to operate & maintain transport modes of land, air and sea.
Review work performance, project plans, and project schedules with the client program team.
Liaise with client, staff and external consultants at all levels in matters relating to O&M delivery of the service operators.
Manage the project in accordance with Serco’s strategic plan, with an emphasis on standardisation of policies and procedures; as well as under the direction of the Mobility Operator Director.
Prepare progress and executive reports.
Support the Mobility Operator Director in developing the strategy and a sustainable business-operating model to best manage the Service Operators to operate the transport modes in a built environment.
Supporting the organizational set up for delivery, safe guarding the final implementation.
Performance monitoring of service operators through, but not limited to, inspection audits, regular site visits, ensure adherence to best practices & policies, performance reporting and suggest/recommend turnaround plans when required.
Timely follow up on the projects execution/operations with the clients’s relevant stakeholders.
Identify projects/operations issues to be resolved through site surveys.
Evaluate projects execution /operations activities and recommend report to identify issues and opportunities to improve performance going forward.
Identify best practice to be utilized across the client’s operations portfolio.
Develop clear escalation procedure to overcome any shortfalls in services provided by the service operators with regards to O&M.
Ensure satisfactory contract execution in accordance with the appliable Serco Quality Assurance, HSE, and other programs and policies;
Timely address various ad hoc requests given by the client for variation work, VIP visits, etc.;
Provide advice to the Mobility Operator Director on the activities, developments and changes within the O&M services covered under the Contract and their impact upon the provision of those services;
Monitoring of procedures and policies in order to recommend improvements;
Maintain a continuing Assurance programme to ensure the continuing competence and readiness selected operators to operate and maintain identified land transport modes.
Responsible for managing transport operations and ensuring service operators delivers services in line with contract on location build contract.
Responsible for resolving any issues that arise during day to day operations at fixed location.
To ensure a smooth and seamless operation of transport modes.

Specific Requirements
Minimum 5 years in leading multi-disciplined O&M contracts and transformation programmes and a proven track record of instituting continuous improvement and change management.
