Saudi Arabian Parsons Limited (SAPL) has been the overall Program Manager for the Yanbu Industrial City for over 45 years. The Saudi Royal Commission of Yanbu and SAPL have been partners from the start for the design and construction of this Industrial / Economic City. Despite our tenure to date the Program still has years in the making as it continues to develop and become a key part of the Saudi 2030 Vision, as well as creating an economic powerhouse that will define the future sustainability of the Saudi Arabian economy.

SAPL staff are integrated with the staff of the Royal Commission in Yanbu. Together, we plan, design and construct an extensive capital projects program costing over 1 billion Saudi Arabian Riyals every single year. We are fully integrated into these departments in the Royal Commission of Yanbu: Project Management, Urban Planning, Engineering, Construction, Environmental, Safety, Procurement and Disaster Preparedness. We also have technical and strategic staff integrated into other key positions in the Royal Commission’s organization. Collectively, we have one of the largest overall teams across the full Parsons Portfolio.

Due to succession within the Team and at SAPL overall, we are looking to recruit a **Manager - Project Management **to lead the Project Management Department, it’s team and function.This is an excellent and senior opportunity for an established ‘Project Management Leader’ to further develop their career on a truly world class scheme.

Reporting to the overall Program Manager, this role takes the full responsibility for the effective operation of the Project Management Department at Yanbu Industrial City. As well as leading, directing and developing the Project Management Team and activity, the role will interface with the Royal Commission Directorate, SAPL Senior Management, other SAPL Departments’ leadership at Yanbu Industrial City as well as external consultants related to the individual capital projects.

Specific Responsibilities will include (but not limited to):

- Strategy Formulation
- Including establishing and developing PM policies, goals, objectives and procedures.
- Ensuring new departmental plans are consistent with the goals and objectives of the Client.
- Developing departmental plans that are in line with the client’s objectives whilst maintaining SAPL identity.
- Budgeting & Control
- Establishing and implementing the business plan, priorities and business objectives of the department aligned to the Exec. Management vision.
- Actively participate and contribute to PM Department staffing and budget planning.
- Operational
- Representing the PM Department and SAPL at a senior management level.
- Coordinating with other SAPL and Royal Commission Departments. Guidance and direction on all PM issues. Participate and lead coordination meetings and provide direction in ongoing operations of capital projects.
- Project closure including reviews, completion certificates.
- Drive coordination between SAPL and Royal Commission Departments related to capital projects and schedules as well as other SAPL business issues.
- Ensure QHSE standards are in place and maintained throughout project stages.
- Manage Project Controls and reporting processes across all departments within the Technical Affairs Division.

- Communicate the support requirements of the PM Department to the Program Manager.

Required Experience and Qualifications to be considered for this role are:

- A Bachelor’s Degree in Civil Engineering, Construction Management (or related) obtained at a recognized Western University.
- A minimum of 20 years post graduate / professional experience in Project Management with at least 10 years operating in a supervisory / managerial capacity.
