**Job Description**:
Sia Partners is looking for a Senior Consultant / Assistant Manager to support our Saudi Client in the Power utilities sector in the implementation of a Competitive Electricity Market in Saudi Arabia.

In compliance with the requirements by Saudi Arabia’s energy regulator WERA, our client has been preparing the set-up of a Competitive Electricity Market (CEM) to be progressively implemented in replacement to the existing Single Buyer model. In this scope our client has to implement a System Services Market.

As part of the Energy market systems and governance division, the consultant will support the project team in the following areas:

- Legal: Detailed review of market rules and regulations to ensure project compliance with WERA requirements in all aspects
- Contractual and regulatory: assessment of impacts in terms of license changes, contractual requirements and definition of an adapted contractual framework
- Economic model: support in the development of relevant tariffs and their impacts on the TUoS and preparation of settlement calculations in coordination with WERA
- Organizational model: identification of organizational scenarios, stakeholder mapping and implementation of stakeholder agreements
- Operating model: design of internal and external processes and procedures, support in the preparation of a manual
- Staffing and recruitment: assessment of staffing and recruitment needs, preparation of job descriptions and of a recruitment plan
- Software / IT system update: understanding of the IT system (MMS tool) and verification of its compliance with legal requirements, assessment of change requirements for the implementation of the System Services market, support in the building, testing and deployment of the updated IT system

In addition to those tasks, the consultant will support the client in the preparation of project-related strategic presentations at management/VP level, support in the department’s contribution to group initiatives (e.g: ongoing data quality improvement project), contribute to overall project management and support the project team in the identification of new opportunities with the client.

- Client Delivery: support in the execution of complex and high-profile engagements for our clients and deliver lasting client impact (development of project deliverables, support to client in strategic presentations )
- Business Development: support and contribute to the development of compelling, differentiated proposals. Participate in the identification and development of new business opportunities and vendor relationships.
- People: build strong, lasting business relationships with clients and with the wider Sia Partners team internationally to support growth.
- Knowledge management: to manage information and knowledge across the business and projects for ongoing use on further projects.
