Parsons is looking for an amazingly talented HR Manager to join our team In this role you will get to provide strategic and operational HR support across identified People categories in coordination with the delivery teams senior leadership teams through the XDS Directors. Provides senior management and direction for all People disciplines, HR, recruitment, mobility and organizational development, for Cross-City Services (XCS) for Qiddiya, acting as the custodian for all best practice.

**What You'll Be Doing**:

- Assists in managing functional requirements, standards, strategies, policies, plans, and processes/procedures developed during the XCS establishment process, in collaboration with the XCS Director of People and HR Senior Manager.
- Supports the implementation of recommended improvements to department procedures within their area of expertise, based on the XCS baseline. Responsible for updating standards and procedures within the Human Resources disciplines.
- Ensures the timely preparation of reporting requirements for the People functions at a city-wide level, according to the approved plan.
- Assists in the development and implementation of HR projects and initiatives for XCS across the Qiddiya Delivery Partner organizations, following the approved plan for XCS.
- Supports the Talent Review process across the Qiddiya Delivery Partners, with a focus on succession planning and career development for identified key talent.
- Provides support and guidance to the XCS leadership team in Engagement and Retention initiatives by contributing to the development of an HR People Plan and roadmap aligned with XCS strategy.
- Assists the Recruitment Lead in recruiting key talent and major recruitment initiatives across Qiddiya Delivery Partners, including international campaigns and cross-regional/area initiatives.
- Contributes to the development of compensation strategies to support the XCS strategy. Collaborates with the Compensation and Benefits team to gather and review market data, and provide recommendations on salary reviews, increases, and remuneration forecasting.
- Ensures consistent implementation of mobility and relocation policies across the Qiddiya Delivery Partners.
- Assists in overseeing workplace investigations across the Qiddiya Delivery Partners, shares findings and trends with the XCS Leadership Team, and supports the implementation of identified actions throughout the program.
- Coordinates activity with the HR teams from each of the Delivery Partners to ensure a seamless services provision to the business operations.
- Participate in XCS Leadership Meetings to ensure people strategies and activities are addressed and consistently applied across the program.

**What Required Skills You'll Bring**:

- 4-year degree and 10+ years of related work experience, including managerial experience of discipline leads and technical support personnel. Professional registration with active professional membership is required.
- Requires extensive knowledge of People best practices, processes and current trends, with expert knowledge in the full range of HR activities including recruitment, policy/procedure, employee relations, learning and development. Proven change management and project management experiences with demonstrated experiences of developing others and having a positive impact on the business.

- Proven ability to lead a team of HR professionals, the ability to drive excellence in field of expertise, focusing on safety, quality and improvement of processes, mentoring, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required. Must also demonstrate the ability to effectively execute and manage complex tasks. Must possess high levels of integrity, be caring, flexible and demonstrate high levels of empathy and emotional intelligence.
