**Job Title: Senior Software Technical Delivery Manager / Solution Architect (Government Digital Projects)** **Location**: Riyadh, Saudi Arabia **Availability**: Immediate **About the Role** This hybrid leadership role requires not only managing delivery timelines and stakeholders but also driving architectural decisions, leading technical solutioning, and ensuring security, scalability, and compliance across all systems and integrations. **Key Responsibilities** - **Own the technical architecture** of government digital platforms from conceptualization to deployment, ensuring conformance to national initiatives (e.g., Yesser, SDAIA, MCIT). - Lead **end-to-end delivery** of complex software solutions, with hands-on oversight of architecture, design, development, testing, and deployment phases. - Oversee **DevOps pipelines**, infrastructure as code, CI/CD processes, and security automation aligned with **NCA** and **NDMO** regulations. - Collaborate with internal engineering teams and third-party vendors to ensure all deliverables meet functional, technical, and regulatory requirements. - Conduct architectural reviews and lead technical workshops with government stakeholders. - Define and enforce system **performance KPIs**, security compliance, disaster recovery, and SLAs. - Support business analysts and product owners with translating requirements into scalable, feasible technical solutions. - Provide project dashboards, architectural decision logs, and risk registers for C-level and government reporting. **Qualifications & Experience** - Bachelor’s or Master’s degree in Computer Science, Software Engineering, or related technical field. - **8+ years** of experience in software architecture, system design, or technical delivery. - At least **5+ years of delivery experience** in government projects within KSA. - **Proven experience as a Solution Architect** in designing complex enterprise systems using: - **Cloud platforms** (Azure, AWS, or G-Cloud) - **Microservices, containerization (Docker/Kubernetes)**: - **Enterprise service buses (ESB)** and government APIs (e.g., Nafath, Absher, Tawakkalna) - Deep understanding of Saudi government digital transformation platforms and policies (Yesser, SDAIA, NCA, NDMO). - Hands-on experience in security architecture, OAuth2/OpenID, SSO, and data governance. - Strong knowledge of **Agile, Scrum, DevSecOps**, and delivery lifecycle tools (e.g., Jira, Confluence, GitLab CI/CD). - Industry certifications are a strong plus: - **PMP**, **TOGAF**, **Scrum Master**, **AWS/Azure Architect**, or **ITIL**. - **Fluency in Arabic and English.** **Application Instructions** **"STDM 14725 - Software Technical Delivery Manager (Government Projects)"** - **Notice Period**: - **Current Job Title**: - **Total Years of Experience**: - **Current Salary**: - **Expected Salary**: Application Question(s): - What is your nationality? - What is your current visa status in Saudi Arabia? - What's your notice period? - What's your current salary (SAR)? - What's your expected salary (SAR)? **Education**: - Bachelor's (required) **Language**: - Arabic (required) **Location**: - Riyadh (required) Application Deadline: 30/07/2025
