**PRINCIPAL DUTIES AND RESPONSBILITIES**
- Establish, maintain and manage a robust cost estimate framework ensuring industry standard methodology with focus on Mechanical Scope.
- To initiate and implement the project cost coding with its corresponding structure in a compatible manner to accommodate the requirements of other disciplines i.e.
- Provide functional and technical financial leadership for local project cost planning and forecasting
- Analyze and report on complex financial/cost circumstances
- Provide oversight and advice for project team functions to improve control outcomes
- Prepare and maintain project cost estimates through the full cost estimate classification range and prepare supporting basis of estimate documentation.
- Participate in contractor's cost estimate kick-off meetings to establish all deliverables, including formats, WBS and cost estimate review schedule.
- Participate actively in project risk review and probabilistic analysis to support contingency determination process.
- Maintain document audit trail on all elements of project cost estimates.
- Prepare for and contribute to project reviews.
- Support in other project control tasks as required.
- Provide Earned Value Management (EVM) where applicable
- Assist project management staff with monthly forecasting, including validation of the projected fees and percent complete forecasts
- To perform the preparation and maintenance of the variations register to ensure proper coding and Budget allocation.
- To provide as requested special studies and reports such as cash flow projection, foreign exchange variations, overseas transportation, custom duty, logistics etc.
- Prepare and maintain project cost estimates through the full cost estimate classification range and prepare supporting basis of estimate documentation.
- Maintain document audit trail on all elements of project cost estimates.

**EDUCATION AND EXPERIENCE**
- Bachelor’s degree - mechanical degree is preferable
- Significant mechanical cost estimating experience in particular CAPEX and OPEX estimates.
- Extensive experience in cost estimating role supporting major Capital Projects through the full project life cycle, early appraise and select phases through to define and execute phases is a must.
- Ability to work pro-actively under own initiative with minimum supervision.
- Minimum 12 years relevant experience in a project role in industrial gases, oil & gas or related industry
- Strong communicator written and oral
- Organized, disciplined, able to perform under pressure and manage multiple priorities and parallel tasks
- Strong Microsoft software skills, particularly Excel and MS Project
- Strong report writing skills
- Experience of working with a multicultural project team
- Middle East experience preferable
- KSA experience preferable
