Job Summary:
The HR Manager is responsible for managing all aspects of the Human Resources function in compliance with
Saudi Labor Law
,
GOSI (General Organization for Social Insurance)
,
Muqeem
, and
Qiwa
systems. The position ensures the company maintains legal compliance, effective manpower planning, and a positive workplace culture aligned with organizational goals.
Key Responsibilities:
1. Recruitment & Saudization
- Develop and implement recruitment strategies in line with company needs and Saudization requirements.
- Coordinate with recruitment agencies (local and overseas) for manpower supply.
- Manage the entire hiring process — from job posting, interviewing, selection, and onboarding.
- Maintain records and reports in
Qiwa
and
Mudad
portals to ensure compliance with Saudi labor standards.
2. Employee Relations & Welfare
- Serve as the main contact for employee issues, grievances, and disciplinary matters.
- Foster a professional and respectful work environment.
- Oversee employee welfare programs, accommodations, and other benefits in line with Saudi law.
- Ensure fair and transparent handling of disputes in compliance with
Ministry of Human Resources and Social Development (MHRSD)
regulations.
3. Payroll, GOSI & Benefits Administration
- Supervise monthly payroll preparation and ensure accuracy and timely submission in
Mudad
. - Manage
GOSI
contributions and end-of-service benefit (EOSB) calculations. - Ensure compliance with Wages Protection System (WPS).
- Oversee employee medical insurance (CCHI) registration and renewals.
4. Performance Management & Development
- Implement performance appraisal systems aligned with company objectives.
- Assist department heads in setting KPIs and evaluating staff performance.
- Identify training needs and organize professional development programs.
5. HR Policy & Compliance
- Develop and update HR policies in line with the
Saudi Labor Law
. - Maintain accurate employee records, contracts, and documentation.
- Ensure visa processing, Iqama renewal, exit/re-entry visas, and other government relations activities are properly coordinated (in cooperation with the PRO).
- Monitor compliance with
Saudization/Nitaqat
targets and provide regular reports to management.
6. Strategic HR Planning
- Advise management on HR trends, workforce optimization, and succession planning.
- Participate in strategic planning discussions to align HR strategy with business goals.
- Support organizational change and employee engagement initiatives.
Qualifications & Skills:
- Bachelor's degree in Human Resources, Business Administration, or related field.
- Minimum 5–7 years of HR experience in Saudi Arabia, including 2+ years in a managerial role.
- In-depth knowledge of
Saudi Labor Law
,
GOSI
,
Mudad
,
Qiwa
,
Muqeem
, and
MHRSD
procedures. - Strong understanding of Saudization and local manpower regulations.
- Excellent communication skills in English and Arabic (preferred).
- Leadership, integrity, and attention to detail.
Preferred:
- Master's degree in HR or MBA.
- Professional HR certifications (CIPD, SHRM, CHRP).
- Experience in the [hospitality / healthcare / construction / recruitment / services] sector.
