Job Description:

Parsons is seeking a highly accomplished Commercial Director to join our team on a major Metro / Rail project in Riyadh, Saudi Arabia.

In this leadership role, you will oversee all commercial and contractual activities for the project — ensuring delivery within budget, schedule, and client requirements. You will provide strategic direction, commercial management, and guidance to project teams, while ensuring full compliance with Parsons and client commercial procedures.

What You'll Be Doing:

  • Lead the commercial start-up and implementation of procurement, contract, and commercial management systems and processes.

  • Provide commercial leadership and support to client and project teams, ensuring contract performance aligns with project objectives and statutory requirements.

  • Oversee compliance with commercial processes, identifying and implementing improvements where necessary.

  • Lead and support negotiations for major contracts, ensuring optimal commercial outcomes.

  • Manage contract reviews, clarifications, and dispute resolution with consultants and contractors.

  • Direct all procurement and tendering activities, including reviewing and evaluating bids and preparing recommendations for client approval.

  • Take ownership of the project's cost control, budgeting, and forecasting.

  • Manage and develop commercial and procurement teams, ensuring delivery of all pre- and post-contract requirements.

  • Oversee payments, variations, claims management, and preparation of all commercial and procurement reports.

  • Advise the Project Director and client on all commercial, contractual, and procurement matters.

  • Chair key commercial and progress meetings and represent Parsons in stakeholder and coordination sessions.

What Required Skills You'll Bring:

  • Bachelor's degree in Engineering, Quantity Surveying, or a related discipline.

  • 20+ years of relevant experience in commercial management within major metro or rail infrastructure projects.

  • Proven track record managing large-scale transportation and infrastructure projects.

  • Professional certification such as RICS, MRICS, or equivalent preferred.

  • Strong knowledge of contract law, negotiation strategies, and industry-standard forms of contract.

  • Previous GCC experience highly desirable.
